HomeMy WebLinkAboutResolution No. 2641 RESOLUTION NO. 2641 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY URGING THE EXECUTIVE COMMITTEE AND MEMBERSHIP OF THE SOUTHERN CALIFORNIA ASSOCIATION OF GOVERNMENTS TO ADOPT THE POSITION THAT MEMBERSHIP IN SCAG REMAIN VOLUNTARY, THAT SCAG REMAIN WITHOUT DIRECT TAXING POWERS, THAT ITS FINANCING BE OBTAINED BY DUES AND GRANTS AND THAT ITS GOVERNING BOARD BE COMPOSED OF MAYORS, COUNCILMEN AND COUNTY SUPERVISORS OF ITS MEMBER CITIES AND COUNTIES WHEREAS, the Southern California Association of Governments (SCAG) is in the process of determining its mode of operation for the future; and WHEREAS, certain recommendations being considered include (1) funding SCAG by direct taxation of the people from the sources such as the real estate transfer tax, (2) mandatory membership in the organization for all City and County governments in the six county region, and (3) election to the executive committee of the organization by direct vote of the people; and WHEREAS, the implementation of a plan, such as that being considered, which provides for the direct election of executive committee members from a large area would erode the control of SCAG now exercised by the member Cities and Counties, seriously impede or prevent a City or County and its delegate from influencing SCAG decisions, and would thereby reduce the effectiveness of medium and small cities; and WHEREAS, the City Council of the City of Downey finds that adoption and implementation of such an operational plan, in whole or in part, would be destructive of home rule and would add another bureaucratic layer of government for the already over burdened taxpayer. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES RESOLVE AS FOLLOWS: SECTION 1. The Independent Cities of Los Angeles County recognizes the need for coordination of projects and cooperative problem solving on matters which effect several cities, or several counties, or a combination of these where jurisdictional boundaries must be for the purpose ignored in order to complete the project or solve the problem at hand; further, a small regular staff of highly trained specialized staff is needed to perform the coordination function and to keep all affected jurisdictions headed on a common course. SECTION 2. That it requests the Board of Directors and membership of the Southern California Association of Governments (SCAG) to adopt the following organizational plan and operational concept: (a) That funds for the on -going operations of SCAG be provided in part by dues of member Cities and Counties. (b) That supplemental financing for operations, including major projects be accomplished by grants from Federal, State and County govern- ments, as applicable. (c) That membership in SCAG remain on a voluntary basis. (d) That delegates to SCAG be composed of Mayors and Councilmen and County Supervisors of the member Cities and Counties, as deleged by the governing body of each member City and County. (e) That each member City and County shall be entitled to a vote weighted in accordance with a formula that is fair and equitable to all Cities and Counties. (f) That the Board of Directors shall be elected by the dele- gates of the member Cities and Counties in accordance with a formula that is fair and equitable. SECTION 3. That the Secretary of the Executive Committee of the Independent Cities of Los Angeles County is hereby directed to send a copy of this Resolution to each member independent city for consideration and approval or disapproval and, following such approval, to send a copy of the Resolution to the Executive Committee of the Southern California Association of Governments. SECTION 4. That the Secretary of the Executive Committee of the Independent Cities of Los Angeles County is further directed to send an approved copy of this Resolution to the League of California Cities and to the California Contract Cities Association. SECTION 5. The City Clerk shall certify to the adoption of this Resolution. APPROVED AND ADOPTED this 10th day of January, 1972.
