A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
ENDORSING IN PRINCIPLE THE "RIO HONDO /LOS ANGELES RIVERS
BEAUTIFICATION /RECREATION REPORT" DATED JUNE 9, 1971,
PREPARED BY THE OPEN SPACE COMMITTEE OF THE EAST CENTRAL
AREA PLANNING COUNCIL AND RECOMMENDING THAT THE BOARD OF
SUPERVISORS OF LOS ANGELES COUNTY INCLUDE THE AREA
ENCOMPASSED BY SAID REPORT IN THE COUNTY'S RECREATION
AND OPEN SPACE PROGRAM FOR DEVELOPMENT AT THE EARLIEST
POSSIBLE TIME
WHEREAS, the East Central Area Planning Council was created as an
alliance of Cities to jointly promote effective planning and implementation
of planning concepts to improve the social and physical environment; and
WHEREAS, the East Central Area Planning Council through its Open Space
Committee and with proper consideration for and consultation with the
adjacent Cities of Pico Rivera and Downey has produced a report entitled
"Rio Hondo /Los Angeles Rivers Beautification /Recreation Report" dated
June 9, 1971; and
WHEREAS, the said Beautification /Recreation Report identifies more
than 1,000 acres of publicly owned lands lying along the Rio Hondo and Los
Angeles Rivers which could be utilized to enhance the physical and social
environment through multiple use development of these lands for recreational
uses and open space beautification; and
WHEREAS, financial assistance for the development of these lands is
available at the State or Federal level and the Executive Committee of the
East Central Area Planning Council, subsequent to consultation with regional
and federal agency representatives, finds that a plan and program to explore
all funding sources for implementing the concepts of the said Beautification/
Recreation Report is in the best interests of the East Central Area:
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES RESOLVE AS
FOLLOWS:
SECTION 1. That the City Council of the City of Downey endorses in
principle the "Rio Hondo /Los Angeles Rivers Beautification /Recreation Report"
dated June 9, 1971 prepared by the Open Space Committee of the East Central
Area Planning Council.
SECTION 2. That the Board of Supervisors of Los Angeles County be re-
quested to include the area encompassed by the said Beautification /Recreation
Report in the County's recreation and open space program for development at
the earliest possible time.
SECTION 3. That this body by its adoption of this resolution supports
the concept of development and operation of this valuable recreation and open
space resource by either the County, a multi - jurisdictional agency or the
State of California.
SECTION 4. That the City Council of the City of Downey hereby declares
its willingness to lend its support to assure the ongoing implementation of
this recreation and open space concept provided all other benefited Cities
similarly agree subject to this City Council's approval of the specific pro-
posal formulated, and the City Council shall incur no financial obligations
relating thereto until and unless funds are budgeted specifically therefor
by action of the City Council.
SECTION 5. That copies of this Resolution be transmitted to the United
States Department of Housing and Urban Development; the State of California
Council on Intergovernmental Relations; the Southern California Association
of Governments; the Los Angeles County Board of Supervisors; and the East
Central Area Planning Council.
SECTION 6. The City Clerk shall certify to the adoption of this
Resolution.
