A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF DOWNEY OPPOSING THE DELETION OF ROUTE 19
(LAKEWOOD BOULEVARD) FROM THE STATE HIGHWAY
SYSTEM AT THE PRESENT TIME.
WHEREAS, the State Department of Public Works must report to the
Legislature in 1972 on its recommendations for any additions to or deletions
from the Freeway and Expressway System or the State Highway System, and
WHEREAS, the California 1990 Functional Classification Study has
recently been completed and the State Division of Highways has developed
proposals to use the results of the Study as the basis for recommendations
to the Legislature concerning the selection of State Highway Routes, and
the tentative proposal of the State would delete from the State Highway
System a number of surface routes which would shift financial responsibility
for these routes to local jurisdictions, one of which is State Route 19
(Lakewood Boulevard) a portion of which is in the City of Downey, and
WHEREAS, the State realizes there is a need for the development of
an equitable adjustment of financial resources, but it does not appear
possible that such methods of adjustment can be developed by the deadline
for the State to report its recommendations to the Legislature, and
WHEREAS, it is essential that new techniques and innovations be
developed to blend existing and proposed transportation systems with the
environment in a manner satisfactory to our communities,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES RESOLVE
AS FOLLOWS:
Section 1. That there be no deletion of Route 19 (Lakewood Boulevard)
-- or any other surface route from the State Highway System at this time, or any
future time, until arrangements are made to rectify any financial burden on
local jurisdictions.
Section 2. That the State Division of Highways be urged to exert its
considerable talents toward the development of major transportation systems
that meet the essential and basic need for the movement of people and goods
in our metropolitan area, and at the same time satisfy the concern of our
citizens toward the improvement of our environment.
Section 3. The City Clerk shall certify to the adoption of this
Resolution and forward copies to the Director of Public Works for transmittal
to the State Division of Highways and to the State Director of Public Works.
APPROVED AND ADOPTED THIS 9th DAY OF August 1971.
