HomeMy WebLinkAboutResolution No. 2567 RESOLUTION NO. 2567 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY REQUESTING SIMPLIFICATION OF THE DISTRIBUTION OF TOPICS AND URBAN HIGI FUNDS AND CONSOLIDATION OF THE VARIOUS STUDY SYSTEMS OF HIGHWAYS. WHEREAS, the Federal -Aid Highway Act of 1968 authorized the expenditure of Federal funds for an urban traffic operations program to increase capacity and safety, known as TOPICS, and that this program was continued by the 1970 Act; and WHEREAS, the cities and counties of California have had great difficulty in implementing the program due, in large part, to the multiplicity of juris- dictions and layers of government involved with attendant red tape and communication problems; and WHEREAS, the 1970 Federal -Aid Highway Act authorized a new Urban Program to construct improvements on principal streets in urban areas; and WHEREAS, it is essential that steps be taken to insure the maximum utilization with minimum effort of TOPICS funds and the newly authorized Urban funds; and WHEREAS, the State annually receives and spends more than $761,000,000 on the State Highway System, of which approximately $413,000,000 are Federal funds; and WHEREAS, TOPICS and Urban funds combined only amount to about $21,000,000 which represents about 5 percent of the Federal funds expended by the State; and WHEREAS, expenditure of all available TOPICS and URBAN funds on the State Highway System would reduce the number of agencies involved in these programs from over 300 to 2 and would greatly reduce coordination, administration and overhead costs and should work no additional hardship on the Division of Highways; and WHEREAS, the 1970 Federal -Aid Highway Act states that the routes on the Federal -Aid Urban System shall be selected by the appropriate local officials and the State Highway Departments in cooperation with each other, subject to the approval of the Secretary; and WHEREAS, it appears that the Federal Highway Administration is laying down nationwide guidelines for the Urban system without consultation with local officials; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES RESOLVE AS FOLLOWS: Section 1. That the State Division of Highways is requested to utilize TOPICS and Urban funds on State Highways, insofar as it complies with Federal regulations, and to directly subvene to the cities and counties, on the bass of the formulae used in distributing TOPICS and Urban funds, an equivalent amount of State funds for construction and right -of -way on the Select System of Highways. Section 2. That the TOPICS Type II System and the newly authorized Urban System should comprise a single system consisting of all urban arterial streets and selected downtown grids as defined on the recent Federal Classifi- cation and Needs Study, except those routes included on other Federal -Aid Systems. Section 3. That copies of this resolution be distributed to the members of the United States Congress and Senate representing the Downey area, and to our representatives in the California State Legislature and Senate.
