A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
COMMENDING SUPERVISOR FRANK G. BONELLI FOR HIS EFFORTS
TO HOLD THE LINE ON TAXES
WHEREAS, the citizens of our City, as are those of all cities, are
alarmed at the spiraling acceleration of County taxes; and
WHEREAS, Supervisor Frank G. Bonelli has consistantly and
emphatically urged the Board of Supervisors of Los Angeles County to
hold the line on taxes by a series of constructive proposals over the
past year, including:
1. June, 1970:
A. A slowdown on hiring, deferral or purchases, leases,
contracts and other expenditures, and acceleration of
sale of surplus properties.
B. A freeze on all capital projects in the 1970 -71
budget not already legally committed.
C. A request for urgency legislation to restore cuts
made by the State in welfare, hospitals and mental
health programs, and to provide adequate funding
to replace the Business Inventory Tax reimbursement
shortage.
D. Elimination of all budgetary provisions for
unessential travel by department heads, commis-
sioners and rank and file County employees for the
1970 -71 fiscal year.
2. State development of an automated welfare payment to reduce
County personnel. (January 26, 1971.)
3. Elimination of a proposed new $28,000,000. County engineering
building. (February 2, 1971.)
4. Abolition of Court reporter jobs to save over $5,000,000
annually. (February 16, 1971.)
5. Urged returning County departmental budget requests for
reduction to the 1970 -71 level, involving $164,000,000.
savings. (March 23, 1971.)
6. Urged elimination of a proposed 75c tax rate increase by
reduction of County employees hours and transferring exist-
ing County employees to meet mandatory social worker
increases. Supervisor Bonelli also urged a one year freeze
on capital outlay projects accelerating the sale of County
surplus property, reducing the County emergency fund, and
projecting an additional 1% tax assessment roll increase.

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES RESOLVE
AS FOLLOWS:
SECTION 1. That this City Council hereby commends Supervisor
Frank G. Bonelli on behalf of the taxpayers of the City of Downey for
his outstanding efforts in holding the line on taxes.
SECTION 2. The City Clerk shall certify to the adoption of this
resolution and shall provide for appropriate distribution thereof.

I HEREBY CERTIFY that the foregoing resolution was duly adopted by
the City Council of the City of Downey at a regular meeting thereof held
on the 14th day of June, 1971, by the following vote, to wit:
