A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
URGING WITHDRAWAL OF SENATE BILL 1174, OR AMEND THE
BILL SO AS TO EFFECTIVELY EXCLUDE DOWNEY
WHEREAS, the Legislature of the State of California in 1970 has
wisely provided reasonable latitude for cities to expend reasonable
portions of gas tax funds pursuant to Sections 2106 and 2107 of the
Street and Highway Code on local streets in view of the serious
deficiencies existing in many cities of the streets vis -a -vis select
system streets; and
WHEREAS, Senate Bill 1174 which has been introduced by Senator
Walsh, would eliminate this farsighted legislative provision; and
WHEREAS, the funds in question are critically needed for necessary
maintenance of residential streets in order to maintain this city's
balanced program of street maintenance; and
WHEREAS, the homeowners of the City of Downey will be penalized if
gas tax funds are restricted to select system streets.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES RESOLVE
AS FOLLOWS:
SECTION 1. That this City Council does hereby urge Senator Lawrence
Walsh to withdraw Senate Bill 1174 or amend it so as to effectly exclude
Downey and all municipal governments.
SECTION 2. The City Clerk shall certify to the adoption of this
resolution and shall provide for appropriate distribution thereof.
APPROVED AND ADOPTED this 14th day of June, 1971.
