HomeMy WebLinkAboutResolution No. 2531 RESOLUTION NO. 2531 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY URGING STATE AND FEDERAL LEGISLATION TO PROVIDE ALL ENCOMPASSING AND ADEQUATE DISASTER RELIEF FUNDS WHEREAS, this City Council is gravely concerned with the serious predica- ment of disaster victims and the needs of persons most directly affected by the recent local earthquake disaster and by the requirements of tornado, flocd and hurricane victims in other parts of the State and Nation; and WHEREAS, the deprivations suffered by these unfortunates carry a great burden and an overwhelming financial strain on them by reason of the need to replace and rebuild while saddled with prior financial commitments and earlier obligations incurred by the parties prior to natural disasters; and WHEREAS, these disaster victims have no form of funded relief or assistance from their predicament at the present time to assist them financially in the time of dire need; and WHEREAS, many federal funded grants established are commonplace when major disasters take place outside the continental limits of the United States, with nothing available to natural disaster victims which occur within our own Nation, such funds and grants being paid for by the taxes levied upon our citizen victims; and WHEREAS, it is incumbent upon our Nation to come to the aid of its citizens in the time of disasters by providing Federal and State funded grants and financial assistance on a repayable basis to all victims suffering loss and damage from these calamities; and WHEREAS, furthermore, it is strongly recommended that a continuing office of disaster relief be established, staffed and financed on a State and National basis, which would provide our citizens funds with which they would be afforded the opportunity to replace and rebuild without incurring added and unfair financial obligations. NOW, THEREFORE, BE IT RESOLVED: SECTION 1. That the City Council of the City of Downey strongly urges the enacting of State and Federal legislation by our legislators to provide all encompassing and adequate disaster relief funds to be made available to all residents of the United States. SECTION 2. That an allowable or supplemental low cost insurance should be made available to victims. SECTION 3. The City Clerk is instructed to send copies of this Resolution to United States Congressmen, Senators, and Assemblymen representing the City of Downey, and to the League of California Cities. SECTION 4. The City Clerk shall certify to the adoption of this Resolution. APPROVED AND ADOPTED this 10th day of May , 1971.
