HomeMy WebLinkAboutResolution No. 2526 RESOLUTION NO. 2526 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY OPPOSING SENATE BILL 536 WHEREAS, the existing revenue structure of the City of Downey is predicated in part upon the arrangement by which the State collects cigarette taxes and subvenes a portion thereof back to the City; and WHEREAS, this is one of several arrangements indicating good faith between the State of California and the cities of California in which cooperation has been extended in the efficient collection and subvention of taxes; and WHEREAS, Senate Bill 536 threatens to totally disrupt this histori- cal good faith relationship by increasing the tax on a standard package of cigarettes from 10 to 15 while decreasing the percentage allocation to cities from 30% to 20% and specifying that cities shall receive no portion of the revenues derived from the indicia adjustment in floor stocks tax; and WHEREAS, cities in the United States are confronted with staggering revenue and expenditure problems requiring search for new means of income which would only be exacerbated by this measure. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES RESOLVE AS FOLLOWS: SECTION 1. That this City Council strongly opposes Senate Bill 536 as a violation of the good faith which has existed between the cities and the State. SECTION II. The City Clerk shall certify to the adoption of this resolution and appropriate distribution thereof. APPROVED AND ADOPTED this 12th day of April, 1971. 14k h.
