A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
ADOPTING AND IMPLEMENTING REVISIONS TO THE PERSONNEL MANUAL
THE CITY COUNCIL OF THE CITY OF DOWNEY DOES RESOLVE AS FOLLOWS:
SECTION 1. That Section 21: Uniform Replacement of Part II, Compensation
of that certain document entitled City of Downey Personnel Manual be revised to
read as follows:
(a) "SECTION 21. Uniform Replacement. Required uniforms of Sworn
Police personnel which become worn may, upon supervisory direc-
tion, be surveyed and replaced as necessary up to a budget
limit of $100. per member per year. Surveyed uniforms shall
become property of the City."
SECTION 2. That the following section be added to Part II Compensation of
that certain document entitled City of Downey Personnel Manual:
(a) "Section 22. Education Incentive Pay. Sworn Police personnel shall
receive additional compensation at the following rates upon attain-
ment of the applicable educational level:
1) 2 -3/47 for A.A. degree or Intermediate P.O.S.T. Certificate.
2) 51/2% for B.S. /B.A. degree or Advanced P.O.S.T. Certificate.
Sworn Police personnel employed after July 1, 1970 shall be required
to obtain the following certification and education standing to be
eligible for the above incentive pay:
1) Intermediate P.O.S.T. Certificate and college sophmore
standing for 2 -3/4 %.
2) Advanced P.O.S.T. Certificate and college junior or senior
standing for 51/2/."
SECTION 3. That the following section be added to Procedure II -
Examinations of Part III Personnel Procedures of that certain document entitled
City of Downey Personnel Manual:
(a) "Section 7. Physical Re- examinations.
a) Sworn Police personnel shall be subject to an annual physical
examination by City assigned physicians, where said personnel are
30 years of age or older. When directed by the Chief of Police
other members may be subject to an annual physical re- examination.
b) The scope of annual physical re- examinations shall be determined
by the assigned physician in attending the individual member - examinee.
c) A report of physical re- examination shall be made of each annual
examination to the Personnel Officer; the Personnel Officer shall make
the results of each examination known to the examinee through their
respective department."
SECTION 4. That the following sections of Procedure VI - Attendance and
Leaves of Part III Personnel Procedures be revised to read as follows:
(a) "Section 5: Holidays:
c) All Police and Fire personnel in lieu of holidays shall be given
days off each year equal in number to the holidays received during
such year by other city employees, except that for the following
holidays, sworn Police personnel shall be paid in overtime at one
and one -half times base pay, or by compensatory time at the discretion
of the City Manager:
New Year's Day (Jan. 1) Memorial Day (May 30)
Independence Day (July 4) Labor Day (1st Mon. in Sept.)
Thanksgiving Day (last Thurs. Christmas Day (Dec. 25) "
in Nov.)
(b) "Section 7: Annual Vacation Leave:
c) Computation:
1) All eligible employees with less than ten years of continuous
service shall earn vacation credits at the rate of one work day
per month and all eligible employees, after the completion of ten
years of continuous service, shall earn vacation credits at the
rate of one and one - quarter work days per month, except as
provided below.
5) Sworn Police personnel shall accrue vacation leave in accordance
with the following schedule:
0 - 3 years 10 days
4 - 5 years 12 days
6 - 15 years 15 days
over 15 years One additional day per year of
service to maximum of 20 days.
No vested rights of present employees shall be affected by this
provision.
Members shall be allowed to accumulate two years allowance of
vacation, except if prohibited by supervision in which case
maximum may be exceeded by such amount or the time lost may be
paid.
SECTION 6. The City Clerk shall certify to the adoption of this Resolution.
