RESOLUTION NO. 2366
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
OPPOSING STATE SENATE BILL 38
WHEREAS, State Senate Bill 38 would give the authority for allocation
of gasoline tax money to the State Highway Commission instead of using the
Mayo -Breed formula of 55 -45 or the new formula of 60 -40, and
WHEREAS, under the present system, the City of Downey has been able
to program its gasoline tax budgets and street construction projects on a
comprehensive and businesslike, long -range basis, and
WHEREAS, the proposed Senate Bill 38 would replace this dependable
formula with unpredictable and politically vulnerable State Highway Commission
action which might vary widely from year to year, thus resulting in inefficient
programming, and
WHEREAS, the Board of Supervisors of Los Angeles County, on March 10,
1970, went on record as vigorously opposing Senate Bill 38,
NOW, THEREFORE, the City Council of the City of Downey does resolve
as follows:
SECTION 1. That this City Council joins with the Board of Supervisors
and other cities of Los Angeles County in strongly opposing Senate Bill 38.
SECTION 2. The City Clerk shall provide appropriate distribution
for this legislation to affected State legislators.
APPROVED AND ADOPTED this 24th day of March, 1970.
