A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
URGING STATE ASSEMBLYMEN CARLEY V. PORTER AND FLOYD
WAKEFIELD AND STATE SENATORS LAWRENCE E. WALSH AND
JOSEPH M. KENNICK TO IMMEDIATELY CO- SPONSOR AND GIVE
UNILATERAL SUPPORT TO LEGISLATION WHICH WOULD DELETE FROM
THE CALIFORNIA FREEWAY, EXPRESSWAY AND INTERSTATE HIGHWAY
SYSTEM THAT PORTION OF THE ROUTE #105 CENTURY /NORWALK
FREEWAY PROPOSED FOR CONSTRUCTION EAST OF THE LONG BEACH
FREEWAY AND THROUGH THE CITY OF DOWNEY
WHEREAS, this City Council did on February 10, 1969, unanimously pass
Resolution No. 2193 stating opposition then or anytime in the future to the
signing of required agreement with the California Division of Highways for the
closing of City streets to allow construction of that portion of the Route #105
Century- Norwalk Freeway or any other freeway through the City of Downey; and
WHEREAS, this City Council did on February 10, 1969, unanimously pass two
additional articles to precisely define the position and reasoning of this city
for passage of Resolution No. 2193; and
WHEREAS, this City Council has consistently been receptive to all ideas,
facts, projections, information or studies presented by the Division of High-
ways in an attempt to determine that the criteria for construction did exist,
as evidenced by the Mayor's selection(Mayor Thomas H. Morton) of a Community
Freeway Committee to conduct as co- sponsors with the Division of Highways, three
local public hearings preceding recommendations to the City Council; and
WHEREAS, this City Council has maintained rapport with the Division of
Highways since passing Resolution No. 2193, a period of 10 months pending com-
pletion and the recent presentation on December 8, 1969, of the Route 105
Impact Study (Downey), researched and compiled by Gruen Associates, Bolt
Beranek and Newman Inc. and Development Research Associates; and
WHEREAS, the City Council of the City of Downey has thoroughly evaluated this
Impact Study of the basis of immediate and future need of, or lack of need, for
construction relative to transportation systems in Southern California and the
City of Downey, and on the basis of benefit or detriment to the City of Downey
relative to the adopted General Plan; and
WHEREAS, the Route #105 Impact Study does not support traffic projections
of the State Division of Highways for the past 13 years to be used as the criteria
for construction through the City of Downey and relative to Surface Street Aid
or Relief to County -Wide Freeway Traffic Flow Patterns; and
WHEREAS, the Route #105 Impact Study projects a massive redevelopment
program not in keeping with the Adopted General Plan and undesired by the City
of Downey, from existing developed stable residential to unplanned commercial,
industrial and apartment complexes at a density of 2 -1/2 times the existing
planned development that will be required to accommodate construction of the
Freeway through this city; and
WHEREAS, this City Council has determined from perusal of the Impact Study
that the mandatory criteria for construction (Freeway and Surface Street Traffic
Flow Relief) will not be met by construction of the Route #105 Freeway east of
the Long Beach Freeway and that the mandatory redevelopment as projected, but
not in keeping with the Adopted General Plan of this city, would, in effect,
totally disrupt and eventually destroy the adopted existing and long -term resi-
dential planning and development of this city.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES RESOLVE
AS FOLLOWS:
SECTION 1. The City Council of the City of Downey petitions State
Assemblymen Carley V. Porter and Floyd Wakefield, and State Senators Lawrence
E. Walsh and Joseph M. Kennick to immediately co- sponsor and give unilateral
support to legislation, with all those representing the City of Downey in the

State Assembly and Senate, to delete from the California Freeway Expressway
and Interstate Highway System, that portion of the Route #105 Century /Norwalk
Freeway proposed for construction east of the Long Beach Freeway and through
the City of Downey.
SECTION 2. The City Clerk shall certify to the adoption of this
Resolution.
