A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF DOWNEY URGING ADOPTION BY THE
UNITED STATES CONGRESS OF THE CONTROLLED
DANGEROUS SUBSTANCES ACT OF 1969
WHEREAS, within the last decade, the abuse of drugs has grown from
essentially a local police problem into a serious national threat to
the personal health and safety of millions of Americans; and
WHEREAS, a national awareness of the gravity of the situation is
needed, as well as a new urgency and concerted national policy at the
Federal level to begin to cope with this growing menace to the general
welfare of the United States; and
WHEREAS, between the years 1960 and 1967, juvenile arrests involving
the use of drugs rose by almost 800 percent; half of those now being
arrested for the illicit use of narcotics are under 21 years of age; and
WHEREAS, the habit of the narcotics addict is not only a danger to
himself, but a threat to the community where he lives, because of crimes
committed to support the cost of the narcotic habit; and
WHEREAS, there has been introduced into the United States Congress
"The Controlled Dangerous Substances Act of 1969 ", seeking to provide a
framework for the control of all narcotics and dangerous drugs, con-
taining a number of innovations reflecting current levels of knowledge,
preserving much of the structure and concepts of existing drug legislation
where such existing legislation is sound, and synthesizing existing
controls into one body of organic law;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES RESOLVE
AS FOLLOWS:
SECTION 1. The Congress of the United States is urged to promptly
enact into law The Controlled Dangerous Substances Act of 1969.
SECTION 2. The City Clerk shall transmit copies of this Resolution
to all assemblymen, senators and congressmen representing the State and
United States Congress who are responsible to the electorate of the City
of Downey.
SECTION 3. The City Council of the City of Downey hereby pledges
to continue to take such action as it can at the local level to combat
the growing menace of drug abuse.
SECTION 4. The City Clerk shall certify to the adoption of this
Resolution.
