A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
AUTHORIZING THE PURCHASE OF CARPET ON THE OPEN MARKET
WHEREAS, a notice inviting bids for the purchase and installation
of carpet in the City Hall hallways was duly published, and
WHEREAS, in response thereto, two bids were received, and
WHEREAS, the City Council has determined that both bids should
be rejected.
NOW, THEREFORE, the City Council of the City of Downey does resolve
and determine as follows:
SECTION 1. That the bid submitted by Wallace Shade & Linoleum
Company of Glendora should be rejected for the following reasons:
A. Said bidder is not a franchised bidder from a
major carpet supplier.
B. The bidder has performed work within the City Hall
that is not satisfactory and based upon such work,
the Council determines that the bidder is not
qualified for the proposed job.
SECTION 2. That the bid of The Welch Company should be rejected
for the reason the Council is informed that it can purchase the material
at a lower price in the open market.
SECTION 3. In the opinion of the Council the carpeting for the
hallways of the City Hall may be purchased at a lower price in the open
market and hereby directs the Purchasing Agent to so purchase and install
said material.
SECTION 4. The City Clerk shall certify to the adoption of this
Resolution.

I HEREBY CERTIFY that the foregoing resolution was duly adopted
by the City Council of the City of Downey, at a regular meeting thereof
held on the 26th day of August, 1969, by the following vote:
AYES: 3 Councilmen: Ferris, Corbin, Temple
NOES: 0 Councilmen: None
ABSENT: 2 Councilmen: Winton, Morton
