A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
DOWNEY EXPRESSING OPPOSITION TO THE METHODS OF
PROPERTY TAX ASSESSMENT BY THE COUNTY TAX
ASSESSOR'S OFFICE
WHEREAS, the proposed CENTURY FREEWAY encompasses all of Downey
East of Downey Avenue and South of Imperial Highway; and
WHEREAS, this proposed project has in effect imposed a moratorium
on the resale of residential property in the last five years; and
WHEREAS, the State of California has no known plan to purchase any
of the property located in this section of Downey before 1973; and
WHEREAS, the owners of residential property located within the
aforementioned section of Downey have not been able to sell their
property at a fair market value, will not be able to sell their property
at a fair market value for the next four years, and these property
owners have not been able to develop their property to the highest and
best use due to the uncertainty of the Century Freeway; and
WHEREAS, the County Tax Assessor has failed to consider or
recognize that the market value of those residences within this
"Freeway Band" has continually dropped for the past five years; and
WHEREAS, the County Tax Assessor has failed to consider or
recognize that all property owners wishing to file an appeal and appear
before the appeal board, must sacrifice one complete day of gainful
employment; and
WHEREAS, the County Tax Assessor has failed to consider or
recognize that many "Senior Citizens" do not have the necessary funds
to hire legal counsel to appear before the Appeals Board; and
WHEREAS, the County Tax Assessor has failed to notify the general
public via news media the procedures followed to file an appeal; and
WHEREAS, the County Tax Assessor has failed to propose or develop
any plan to limit property assessments based on ability to pay for
those citizens on a limited and /or fixed income; and
WHEREAS, the County Board of Supervisors has failed to adequately
require equitable tax assessment procedure or limits, the County
Tax Assessor has failed to develop assessment methods that offers
exemption for those eligible due to a fixed income or because their
property market values have not increased since the last appraisal for
tax purposes.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES RESOLVE
AS FOLLOWS:
SECTION 1. That the City Council of the City of Downey does here-
by express strong opposition to the indiscriminate methods of assess-
ment currently employed by the County Tax Assessor's Office.
SECTION 2. The City Clerk shall certify to the adoption of this
Resolution and shall provide for appropriate distribution thereof.

regular meeting of the City Council of the City of Downey on the 11th
day of August, 1969, by the following vote:
