A RESOLUTION COMMENDING THE HONORABLE THOMAS H. MORTON
FOR HIS SERVICES TO THE CITIZENS OF DOWNEY, SERVING AS
CITY COUNCILMAN SINCE APRIL 10, 1962 AND UPON THE COM-
PLETION OF HIS SECOND TERM AS MAYOR OF THE CITY OF DOWNEY
WHEREAS, THOMAS H. MORTON, was elected to the City Council in
April, 1962 by the electorate from District No. 4; and
WHEREAS, during his term as City Councilman and Mayor he has
worked with and cooperated very commendably with the City Council
on the following municipal programs:
A. Sidewalk safety program to schools.
B. Downtown Parking District formed.
C. Adoption of City Charter on January 14, 1965.
D. Adoption of General Plan and Zoning Ordinance.
E. Long range programming of storm drains, City Water De-
partment, and street development program including re-
habilitation of Downey Avenue.
F. Accelerated program of safety lighting and residential
street lighting.
G. Construction of 152 -bed community hospital.
H. Construction of Downey Community Theatre.
I. Completion of Veterans' Memorial.
J. City Beautification Program.
K. Remodeling City Hall to provide increased facilities for
Fire, Finance and Police Departments.
L. Installation of modern communications system in Police
Department.
M. Initiation of Argus Sky Patrol.
N. Improvement of City Council Chambers.
0. Authorization for enlarged library facilities.
P. Establishment of City Park and Recreation Department,
resulting in increased park development; Golden, Treasure
Island, 24 -acre Triangle Park and Temple Park.
Q. Accelerated recreation program in cooperation with the
Downey Unified School District.
R. Activation of fifth fire station in the Southwest area
and the addition of two new fire engines.
S. Authorized extension of Stewart and Gray Road from Wood-
ruff to Firestone Boulevard, in cooperation with the
County and State from Gas Tax Funds.
T. Initiated scheduled helicopter service with Los Angeles
Airways.
U. Established Youth Employment Service.
V. "Back to Basics" Program.
W. Pedestrian overpass at Tweedy Lane over the Santa Ana
Freeway, primarily for safety for school children.

WHEREAS, THOMAS H. MORTON has always been a strong advocate of
the City Council's forward looking and objective program for the
welfare of the entire city. This has been exemplified by the many
accomplishments for Downey's citizens under a continual low tax
rate of 29c for General Government and 25c for a Park development
and operation; and
WHEREAS, the theme of "Pay as you go" and progress without
soliciting aid from the State and Federal Governments has been
supported by THOMAS H. MORTON since becoming a Councilman; and
WHEREAS, the City of Downey was recognized in 1964 by the
United States Bureau of the Census as showing Downey as the Num-
ber One City in the nation compared with 309 ci ies of our size,
based upon the excellent financial condition of the city;
NOW, THEREFORE, BE IT RESOLVED THAT THE HONORABLE
THOMAS H. MORTON be commended and recognized by his fellow Council -
---, men for the excellent leadership and cooperation which he has given
to all of these programs and projects throughout the past seven
years, particularly for the past year, during his second term as
Mayor of the City of Downey.
