HomeMy WebLinkAboutResolution No. 2208 RESOLUTION NO. 2208 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY REQUESTING "HIGHWAY THRU CITIES" COUNTY AID FUNDS FOR THE EXTENSION OF STEWART S. GRAY ROAD (SS #132) WHEREAS, Stewart and Gray Road in the City of Downey has been on the County Master Plan of Highways and subsequently on the City's Master Plan of Highways as a secondary highway; and WHEREAS, the extension of Stewart and Gray Road easterly from Woodruff Avenue to Firestone Boulevard has been contemplated in the Master Plan for many years; and WHEREAS, the report from the County Road Commissioner, dated April 4, 1967, set forth the feasibility and the need for the improvement of Southern Avenue and Stewart and Gray Road from Alameda Street in the City of South Gate to Firestone Boulevard as its easterly terminus; and WHEREAS, the subsequent report by the Traffic Engineer of the City of Downey has shown that the most easterly stage of this proposed project; i.e., the opening of Stewart and Gray Road from Woodruff Avenue to Firestone Boulevard, would provide user benefits of well over $1,000,000. in a 20 year period. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES RESOLVE AS FOLLOWS: SECTION 1. It is hereby requested that the County of Los Angeles par- ticipate in the financing of the hereinafter specified street improvement by "Highways thru Cities" County Aid Funds and advance to the City of Downey the amount of aid for the project as specified below. The nature of the project and the estimated cost thereof and the reasons for the improvement are set forth hereinafter. a. The opening and construction of Stewart and Gray Road between Woodruff Avenue and Firestone Boulevard. 1) This project entails the acquisition of right of way, con- struction of curbs, gutters, cross gutters, paving, traffic signal modification, railroad crossing and crossing gates, appurtenant drainage structures, construction of traffic channelization, to complete approximately 0.34 miles of street improvements, in accordance with City of Downey Preliminary Plan No. C -15 attached hereto. 2) It is proposed that the construction will be accomplished by contract resulting from competitive bid procedure. 3) It is estimated that the cost of right of way and construction will be approximately $485,000., $200,000. of which is requested from "Highways Thru Cities" County Aid Funds for right of way acquisition and construction, $100,000. requested in the 1969 -70 fiscal year and $100,000. requested in the 1970 -71 fiscal year. Additional funds will be budgeted by the City. 4) Stewart and Gray Road is on the Select System of Streets and is shown on the Master Plan of Streets and Highways as being an 80 ft. street with right of way yet to be acquired. SECTION 2. The project described above has been found and it is hereby determined to be of general Los Angeles County interest. SECTION 3. The City Clerk shall certify to the adoption of this resolution and forward two certified copies thereof to the Department of Public Works for transmittal to the County of Los Angeles.
