HomeMy WebLinkAboutResolution No. 2193 RESOLUTION NO. 2193 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY ADOPTING A DECLARATION OF POLICY REGARDING THE LOCATION OF THE CENTURY FREEWAY THROUGH THE CITY OF DOWNEY WHEREAS, this City Council, on February 10, 1969, did issue and adopt a Declaration of Policy which stated in part: That the City Council and citizens of Downey had for the last eleven years been led to believe that construction of the proposed Century Freeway could provide some local benefits by an east -west access to the Los Angeles International Airport, but said limited benefits to the citizens of this area have been further decreased due to the many accelerated air transportation programs now in use and those presently being developed; and That the Century Freeway would create a concrete barrier bisecting and dividing the City of Downey; and That the stipulation that the benefit ratio in the construction of the proposed Century Freeway would far exceed the detrimental effects to the City of Downey does not now exist; and That the need for police and fire protection and community interchange between the north and south sections of the City would necessitate free and complete access; and That the City Council of the City of Downey in previous years supported the southern (Orange- Green) route of the proposed Century Freeway with the full understanding that all modifications requested by the Downey Unified School Board must be complied with; and That the safe transportation of students to schools located north of the proposed freeway would necessitate free and complete access; and That a seventeen (17) year (1958 -1975) interim from conception to proposed con- struction has created and imposed unjust hardships and restricted the citizens of southeast Downey from developing their property to the highest and best use; and That the initial criteria of user - benefit ratios for construction of the Century Freeway between Los Angeles International Airport and Orange County has been greatly diminished by the Artesia Freeway and will be eliminated in the immediate future by construction of the Slauson Freeway; and That the City Council is unable to consent to the closing of any city streets involving the proposed Century Freeway in that such closing would be detrimental to the entire city and reduce community protections and interchange; and That the need for complete and through interchange and protection between those sections of the City divided by the proposed Century Freeway will require the retention of all existing streets and no freeway agreements for the closing of any street or thoroughfare within the City of Downey will be considered or signed by the City Council. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES RESOLVE AS FOLLOWS: SECTION 1. That the City Council does hereby affirm the Declaration of Policy dated February 10, 1969, and expresses its opposition to the proposed construction of the Century Freeway through the City of Downey and the signing of any and all freeway agreements for the reasons aforesaid, and further opposes any future intrusion through the City of Downey of any freeway. SECTION 2. The City Clerk shall certify to the adoption of this resolution. APPROVED AND ADOPTED this 10th day of February, 1969.
