HomeMy WebLinkAboutResolution No. 2192 RESOLUTION NO. 2192 A RESOLUTION OF THE COUNCIL OF THE CITY OF DOWNEY URGING STUDY AND LEGISLATION ON COUNTY SERVICES WHEREAS, the League of California Cities at its Annual Conference this year, voted to sponsor legislation during the 1969 session of the Legislature aimed at terminating unjust taxation of city taxpayers by ■•■ their counties for municipal -type services furnished to residents in unincorporated areas; and WHEREAS, it is believed that unjust taxes are also being imposed on city taxpayers by their counties for municipal -type services which are provided to other cities under contract at a charge believed to be below the cost of such services; NOW, THEREFORE, THE COUNCIL OF THE CITY OF DOWNEY DOES RESOLVE: AS FOLLOWS: SECTION 1. That the City of Downey will support any legislation spon- sored by the League of California Cities during the 1969 session of the Legislature, for the purpose of terminating unjust taxation to city taxpayers for municipal -type services furnished by counties to their non -city residents; SECTION 2. That all legislators representing the City of Downey are urged to support such legislation when it is introduced; SECTION 3. That the City Clerk shall send a copy of this resolution, together with a copy of the League of California Cities' resolution on said subject, to State Senators Joseph M. Kennick and Lawrence E. Walsh, and Assemblymen Carley V. Porter, Floyd Wakefield and Jack Fenton. "— RESOLVED FURTHER: SECTION A, That the Board of Directors of the League of California Cities appoint a committee to study the subject of county services to cities by contract, and also that either the Los Angeles County Division of the League of California Cities or the Independent Cities Association of Los Angeles County appoint a committee to study the problem, and legislation to correct inequities be rec- ommended if found to exist; SECTION 3. That all cities affected by this problem are urged to join in putting their resources to work on said study; SECTION F. That the City Clerk shall send a copy of this resolution and the City Manager's report on the subject of County -city contract services to the Board of Directors of the League of California Cities, to the Los Angeles County Division of the League of California Cities, to the Independent Cities Association of Los Angeles County, and to all cities in Los Angeles County.
