A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
DOWNEY EXTENDING ACKNOWLEDGMENT AND APPRECIATION
TO THE CONSTRUCTIVE EFFORTS OF THE DOWNEY CITY
EMPLOYEES ASSOCIATION
WHEREAS, the Downey City Council has pursued the following objectives
in the employer- employee relations since incorporation:
1. To assure an equitable and uniform basis for employer- employee
relations within the City government.
2. To maintain open channels of communications that permit the exchange
of information and ideas in a cooperative manner.
3. To promote understanding of the rights and obligations of this City
government and its employees concerning employer- employee relations.
4. To bring together the points of view of management and employees
in order to promote improved performance, combined with the well -
being of those employed; and
WHEREAS, the purposes of the Downey City Employees Association are,
according to its By -laws:
a. To advance the social, economic, educational and general welfare ofth
its members and of all City employees, and to aid in the perfection
of systems that will make for greater efficiency in all departments
of City service.
b. To establish a permanent, non - profit organization for the mutual
benefit of all City employees, to preserve the individual rights,
to promote justice, peace, and security, upon u on sound P rinci
ples, to foster tolerance, fair play, and loyalty in support of
. the fundamental principles of good government in accordance with
the laws of the City and State; and
WHEREAS, the Downey City Employees Association has contributed significantly
to the development and maintenance of high morale and effective operations in
the City.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES RESOLVE AS
FOLLOWS:
SECTION 1. That an exprossio of appreciation is hereby extended to the
Downey Employees Association in recognition of its contribution to good
government; and that the C“37 Council acknowledges the fact that in representa-
tions by the Association to the Council, the Association has the privilege of
speaking for a majority of the City employees, with the exception of the City
Manager, department heads, assistant department heads, and the Superintendent
of Recreation, Superintendent of Parks, and Theatre Director.
SECTION 2. That the City Council reaffirm existing open door policy that
notwithstanding the adoption of this resolution it be understood the City
Council will continue to exercise its open door policy, thus permitting any
employee to deal directly with the City Council in accordance with existing
Al i
policy.
SECTION 3. The City Clerk shall certify to the adoption of this resolution
and shall provide for appropriate distribution thereof.
APPROVED AND ADOPTED this 10th day of June, 1968.

City Council of the City of Downey at a regular meeting held thereof on the
