HomeMy WebLinkAboutResolution No. 2064 RESOLUTION NO. 2064 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY ADOPTING THE ANNUAL BUDGET FOR THE FISCAL YEAR COMMENCING JULY 1, 1968, AND FIXING THE LIMI- TATIONS OF EXPENDITURES FOR THE SEVERAL FUNDS, FUNCTIONS DEPARTMENTS AND ACTIVITIES CARRIED ON UNDER SUCH FUNDS THE CITY COUNCIL OF THE CITY OF DOWNEY DOES RESOLVE AS FOLLOWS: SECTION 1. The proposed budget of expenditures duly submitted and considered, together with any supplemental revisions or amendments is hereby approved, adopted, and fixed as the annual budget of the City of Downey for the fiscal year commencing July 1, 1968, and ending June 30, 1969, and in the amount, and for the funds, purposes, functions, departments, and activities as hereinafter set forth, said adopted budget (Exhibit A) including said supple- mentary revisions and amendments together with a copy of this appropriation resolution shall be duly authenticated by the City Clerk and same shall be placed in the official files in the office of the City Clerk. SECTION 2. There is hereby appropriated out of the treasury of the City of Downey for the fiscal year beginning July 1, 1968, for the General Fund the aggregate sum of $5,844,216. appropriated and restricted for the functions, departments and /or activities hereinafter set forth in the amounts shown: OPERATING & CAPITAL OUTLAY BUDGET Government-Insurance & Promotion 138 General $ 138,390. City Council- Legislative 25,415. City Attorney 20,737. City Clerk- Treasurer - Administration 40,050. Elections -0- Civil Defense 27,994. City Administration - Administration 45,695. Personnel 16,251. Finance- Administration 28,834. Finance - Accounting 64,805. Finance- Purchasing 43,046. Finance- Revenue & License 42,853. Planning- Administration 104,531. There is hereby appropriated out of the treasury of the City of Downey for the fiscal year beginning July 1, 1968, for the Water Fund the aggregate sum of $724,186. appropriated and restricted for the functions, operations, and activities of the Water Division, said fund to remain separate and apart and to have paid into such fund only monies derived from the operation of the Water Division. Operating Capital $ 610,011. Capital Improvements 114 SECTION 3. There is hereby appropriated out of the treasury of the City of Downey for the fiscal year beginning July 1, 1968, for the Special Gas Tax Fund 2107 the aggregate sum of $354,000. appropriated and restricted for the functions, departments and /or activities hereinafter set forth in the amount shown as follows: Public Works - Street Construction (4Iajor) $ 141,600. Public Works - Street Maintenance (All Streets) 212,400. SECTION 4. There is hereby appropriated out of the treasury of the City of Downey for the fiscal year beginning July 1, 1968, for the County Aid to Cities Fund the aggregate sum of $105,000. appropriated and restricted for the functions, departments and /or activities hereinafter set forth in the amount shown as follows: Public Works - Street Maintenance (Major and secondary) $105,000. SECTION 5. There is hereby appropriated out of the treasury of the City of Downey for the fiscal year beginning July 1, 1968, for the Special Gas Tax Improvement Fund 2106, Local Transportation Development, the aggregate sum of $388,000. appropriated and restricted for the fuctions, departments and /or activities hereinafter set forth in the amount shown as follows: Public Works - Street Construction $ 388,000. SECTION 6. The appropriations hereinbefore set forth shall constitute the maximum expenditure authorized for the function, department and /or activity which the amount of such appropriation is shown. SECTION 7. No warrant shall be issued or indebtedness incurred which exceeds the unexpended balance of the activity appropriations hereinbefore authorized unless such appropriations shall have been amended by a supplemental appropriation duly enacted by the City Council by motion or resolution or by the City Manager as to the appropriations set forth in Section 2 hereof. SECTION 8. As to the appropriations set forth in Section 2 hereof the City Manager is hereby authorized to make budgetary revisions within a departmental appropriation if in his opinion such a revision is necessary or proper. SECTION 9. The Director of Finance is hereby authorized to transfer monies in accordance with the Inter -Fund Transfers as listed in the budget in such amounts and at such times during the fiscal year as he may determine necessary to the competent operation and control of the City business; except that no such transfer shall be made in contravention to State Law or City Ordinance or exceed in total amount stated herein or as amended by the City Council. SECTION 10. The City Council does hereby authorize and approve the number and classifications of employees in the respective functions, depart- ments and /or activities as set forth in Exhibit A. SECTION 11. One certified copy of this appropriation resolution, together with a certified copy of each amendment thereto, shall be transmitted by the Clerk of the Council to the Director of Finance. SECTION 12. The City Clerk shall certify to the adoption of this resolution. APPROVED AND ADOPTED this 10th day of June , 1968.
