A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
DOWNEY OPPOSING ANY MUNICIPAL COURT CONSOLIDATION
PLAN WHICH ACTS TO THE DETRIMENT OF THE
RESIDENTS OF THIS CITY
THE CITY COUNCIL OF THE CITY OF DOWNEY DOES RESOLVE AS FOLLOWS:
SECTION 1. The City Council finds and determines that numerous proposals
for consolidation of the Municipal Courts in Los Angeles County have been
processed through the State Legislature in recent years, and some of said
bills are again pending for consideration.
SECTION 2. The City Council finds and determines that it is appropriate
for this City to retain - within the proximity of its existing facilities -
a municipal court readily accessible to the residents of this community.
That any plan that would call for or make possible the removal of the existing
Municipal Court would serve to the disadvantage of litigants, witnesses,
jurors, lawyers, prosecutors, police and other persons involved.
SECTION 3. The City Council further finds and determines that any plan
for consolidation which calls for the election of Municipal judges on a
County -wide basis rather than on a local basis will not serve the best interests
of this coununi ty.
SECTION 4. The City Council further finds and determines that the claimed
economies and efficiencies of court consolidation are fairly debatable, and
therefore takes no position with respect thereto, but urges that any consoli-
dation plan recognize the principals and protections set forth herein.
SECTION 5. The City Clerk shall certify to the adoption of this resolution.
APPROVED AND ADOPTED this 8th day of April , 1968.
