HomeMy WebLinkAboutResolution No. 2030 RESOLUTION NO. 2030 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY RELATING TO NARCOTICS VIOLATIONS ENFORCEMENT WHEREAS, the use of marijuana, LSD, dangerous drugs, and dependence - inducing substances presents an extreme danger to the user and constitutes a major problem to society and law enforcement; and WHEREAS, the use of marijuana, LSD, dangerous drugs, and dependence - inducing substances has its greatest impact on young people; and WHEREAS, more than 90% of all heroin addicts had their first exposure to narcotic use through the use of marijuana, which has increased by 234°/% snce 1960; and WHEREAS, addiction to heroin is murder on the installment plan and the use of marijuana represents the first down payment; and WHEREAS, the Expert Committee of the United Nations World Health Organi- zation has determined and stated that marijuana is likely to produce drug dependence in dependence -prone persons, and recognized the danger of its use by advocating its total abolition; and WHEREAS, it has been proposed by some that existing penalties for possession and uee of marijuana be downgraded from felony to middemeanor, and by a few, that its use be legalized; and WHEREAS, any weakening or abolition of legal control of marijuana will be most detrimental to society collectively and users individually; and WHEREAS, failure to strengthen the laws pertaining to manufacture, possession, sale, transfer or use of LSD and dangerous drugs would further handicap law enforcement at the local, state, and federal levels; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES RESOLVE AS FOLLOWS: SECTION 1. That the City Council of the City of Downey opposes any effort to downgrade penallties for the possession or use of marijuana. Be it further resolved that this City Council supports and assists in all efforts to strengthen the laws pertaining to illegal use of LSD and other dangerous drugs by placing them in the felony category, and to support and assist law enforcement by providing all necessary legal means to cope with and solve the many problems connected with marijuana, LSD, dangerous drugs, and like dependence - inducing substances. SECTION 2. That the Cdty Council urge the California Legislature and the Governor of California to support and carry out the substance of this resolution. SECTION 3. The City Clerk shall certify to the adoption of this resolution. APPROVED AND ADOPTED this 13th day of February, 1968.
