A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY REQUESTING
A RE- EVALUATION OF THE NECESSITY OF CLOSING BRIDLE TRAILS WITHIN
THE COUNTY OF LOS ANGELES
WHEREAS, in the process of cementing the San Gabriel River as a Flood Control
Channel, these areas previously ear- marked for Horse Owners and Riders to exercise
and ride their animals have been drastically reduced and, indeed, are totally denied
as a continuous trail from Whittier Narrows to El Dorado Park; and
WHEREAS, these Trails have been open to the Public for the past 18 years,
thereby developing an extensive Boarding and Stabling Industry; and
WHEREAS, many thousands of dollars are spent annually in maintaining Boarding
and Stabling facilities for recreation for young people as well as a necessary
service for Horse Owners of Southern California; and
WHEREAS, it is believed that one of the finest recreational areas in Southern
California could be established through designating the entire area of the flood
control property adjacent to the channel from Whittier Narrows to El Dorado Park
for public and recreational purposes, including bridle paths, naturetrails, etc.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES RESOLVE AS FOLLOWS:
SECTION 1. That the City Council does hereby request the Los Angeles County
Board of Supervisors, the Legislature of the State of California and the Los Angeles
County Parks and Recreation Department to re- evaluate the necessity of closing
Bridle Trails and to make every effort to resolve this immediate problem, a problem
which is creating a hardship for thousands of County Taxpayers within the Southern
California area and is setting a precedent that could well destroy the future of
the Equestrian in the State of California; and also a possible dedication or stipu-
lation of the flood control areas adjacent to the San Gabriel River from Whittier
Narrows to El Dorado Park to be authorized for such recreational purposes as Bridle
Paths, Nature Trails, etc.
SECTION 2. The City Clerk shall certify to the adoption of this resolution.
