RESOLUTION NO. —
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
SUPPORTING SOUTHERN ROUTE FOR THE CENTURY FREEWAY
WHEREAS, the City of Downey for the past number of years has supported
the southern route for the Century Freeway; and
WHEREAS, the City of Downey now has all of the alternate routes in the
report entitled "Facts Relative to the Location of the Route 42 Freeway
between Central Avenue and the Route 605 Freeway," as submitted on
February 24, 1967; and
WHEREAS, the gree- orange route, as indicated in above mentioned
report, shows the following advantages to the City of Downey:
A. The number of people to be displaced on the southern
(green - orange) route are 648, as compared to 928 homes
lost from the northern (red -blue -red) routes.
B. The assessed valuation would be reduced by only 1.6%
on the southern (green- orange) route, and by 2.8% on
the northerly (red - blue -red) route.
C. The southerly (green - orange) route has been so located
as not to displace any schools, major industries,
public or private structures in this area.
D. The location on the southern (green - orange) route would
more nearly conform to the natural boundary of the City
of Downey and would not bisect the City, causing gross
dislocation of carefully planned service patterns for
fire, police and other municipal services and cause
_ severance damage to the City of Downey's business and
commercial properties, as would the northerly routes.
E. The resulting noise would be less detrimental to the entire
City if located near the southern City limits than if the
freeway were located in the center of town.
F. The intersection of the southerly route with Route 605
Freeway would provide a much less congested and confusing
interchange; and
WHEREAS, the City of Downey supported previous legislation extending the
Slauson Freeway in exchange for terminating the Century Freeway at Route 605,
which sets the freeway pattern more equally divided between the Santa Ana
Freeway and the Artesia Freeway; and
WHEREAS, the southern route was adopted by the Downey City Planning
Commission as part of our Comprehensive General Plan of Land Use on
November 5, 1963; and
WHEREAS, the basic criteria recently submitted by the Division of Highways
again reaffirmed the City of Downey's urgent support of the southern (green-
orange) route,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES RESOLVE AS

FOLLOWS:
SECTION 1. The City Council of the City of Downey does adopt the
southerly (green- orange) route, as submitted in report entitled "Facts
Relative to the Location of the Route 42 Freeway between Central Avenue and
the Route 605 Freeway', and does hereby recommend to the California Highway
Commission that it adopt the above route as being the most beneficial to
the City of Downey.
