A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF DOWNEY AMENDING THE LAND USE CHAPTER
OF THE GENERAL PLAN BY CHANGING THE LAND USE
DESIGNATION FROM LIGHT MANUFACTURING TO GENERAL
COMMERCIAL FOR THE EVEN NUMBERED PROPERTIES
LOCATED AT 11400-11432 PARAMOUNT BOULEVARD, DOWNEY, AND
CERTIFYING AND APPROVING THE NEGATIVE DECLARATION
THE CITY COUNCIL OF THE CITY OF DOWNEY DOES RESOLVE AS FOLLOWS:
SECTION 1. The City Council of the City of Downey does hereby find,
determine and declare that:
A. An application has been filed by Richard Ferber (hereinafter "Applicant ") for
an amendment to the Land Use Map of the General Plan from Light
Manufacturing to General Commercial for property located at 11400-11432
Paramount Boulevard, City of Downey (hereinafter "Subject Property "). The
legal description of the Subject Properties is attached hereto as Exhibit "A ", and
incorporated herein by this reference as if set forth in full; and
B. The City Council held a duly noticed public hearing on the application on
March 12, 1991, and fully considered all oral and written testimony and facts
and opinions offered at the aforesaid public hearing; and
C. The amendment and revision to the Downey General Plan as recommended
in this Resolution is consistent with good planning practice, necessary and
desirable for the development of the community and necessary for the
preservation of the public health, safety and general welfare of the City of
Downey; and
D. The City Council has considered the effects of the decision on the housing
needs of the region in which the City is located and balanced those needs
against the public service needs of the city residents and available fiscal and
environmental resources; and
E. An Initial Study of Environmental Impact and a Negative Declaration have
been prepared for this General Plan Amendment in accordance with the
provisions of the California Environmental Quality Act, the State CEQA
Guidelines_and the City of Downey's Revised Environmental Procedures; and
F. Prior to making the recommendations of this Resolution, the City Council of
the City of Downey considered the Initial Study of Environmental Impact and
the Negative Declaration together with any comments received during the
public review process and at the hearing; and

G. Based upon the Initial Study and any comments received in the public
review process, there is no substantial evidence that the General Plan
Amendment will have a significant adverse effect upon the environment.
SECTION 2. The City Council hereby amends the Land Use Map of the Downey
General Plan from Light Manufacturing to General Commercial for the Subject Properties.
SECTION 3. The City Council hereby certifies and approves the Negative
Declaration for the General Plan Amendment attached to this Resolution as Exhibit "B" and
by this reference incorporated herein.
SECTION 4. The City Clerk shall certify to the adoption of this Resolution.

Beginning at the most Northerly corner of Lot 6, Tract 12085, as per map recorded in Book 226,
Pages 22 and 23 of Maps, in the offices of the Los Angeles County Recorder; thence Northeast-
erly along the Northeasterly prolongation of the Northwest line of said Lot 6, North 31°25' East
270.46 feet, more or less, to the Southwesterly line of the Southern Pacific Railroad right -of -way
100 feet wide; thence along the said Southwesterly line North 57 °05'40" West 200.08 feet,
more or less, to the center line of Paramount Boulevard 80 feet wide as described in the deed
to the County of Los Angeles recorded in Book 1 1948, Page 340 of Official Records; thence

Project Title /Description: Amending the Land Use Chapter of the General
Plan by changing the land use designation from Light
Manufacturing to General Commercial; and certifying
and approving the negative declaration.
1 x1 NEGATIVE DECLARATION
The City of Downey has conducted an Initial Study of Environmental Impacts for
the above referenced project in accordance with guidelines for the implementa-
tion of the California Environmental Quality Act. Based on this Initial Study,
a copy of which is attached, Negative Declaration status is granted for this
project because it is found that
X 1 there is no substantial evidence that the project may have a signifi-
cant effect on the environment.
El revisions have been incorporated into the project to avoid significant
effects on the environment which could otherwise occur. These are
specified as mitigation measures in the Initial Study.
This determination is not final until approved by the decision- making body.

The above referenced project was approved on March 12, 1991

determined that the project will not have a significant effect on the environment.
