A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
OPPOSING SENATE BILL NO. 827 RELATING TO OUTDOOR
ADVERTISING
WHEREAS, Senate Bill No. 827 would prohibit the City of Downey from
regulating advertising displays (billboards, signs, etc.) along public highways,
and would not permit the City of Downey to retain its present zoning control
of advertising displays along public highways; and
WHEREAS, the City of Downey has many fine residential and commercial
developments located adjacent to and in close proximity to public highways,
and these developments deserve and require protection from the blighting
influence of unregulated signs which have an adverse affect on sound com-
mercial developments, and which are detrimental to the well being, privacy,
and property values of home owners; and
WHEREAS, it has long been the right and prerogative of local governments
to determine for themselves their own best community development, and to
regulate the use of their land through zoning controls.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES RESOLVE AS
FOLLOWS:
SECTION 1. That Senate Bill No. 827 be opposed as an unwarranted and
unnecessary encroachment into local zoning matters which are properly an area
of local community control and determination, and Senate Bill No. 827 is
opposed as being detrimental to the health, welfare, and safety of the citizens
of the City of Downey.
SECTION 2. The City Clerk shall certify to the adoption of this resolution
and shall forward copies to the City of Downey's legislative representatives in
Sacramento.
