RESOLUTION NO.L.5
RESOLUTION OF THE COUNCIL OF THE CITY OF
DOWNEY RELATING TO THE ENACTMENT OF
LEGISLATION AUTHORIZING A ONE PER CENT
STATE TELEPHONE TAX
WHEREAS, the League of California Cities is sponsoring
legislation to provide a constitutional amendment authorizing
one per cent (1 %) telephone tax in lieu of a franchise; and
WHEREAS, the tax would be State collected;and
WHEREAS, all other utilities now pay a local franchise
fee for the special privilege of using public rights of way
to conduct a private business; and
WHEREAS, the Cities of the State of California are faced
with an ever increasing demand for the furnishing of public
services; and
WHEREAS, the funds available for th e imposition of a
telephone tax would be used to provide those needed additional
services;
NOW, THREFORE, the Council of the City of Downey does
resolve as follows:
SECTION 1. That the Council of the City of Downey

earnestly supports the proposed igou o y y pp legislation

of the League of California Cities authorizing a one per cent
(1 %) telephone tax.
SECTION 2. That the State Legislature hereby is urged to
adopt the proposed legislation as soon as practicable.
SECTION 3. That all cities in the State of California are
to support such urged o suppo legislation.

SECTION 4. That certified copies of this resolution be
forwarded to the following:

1. League of California Cities;
2. Assemblymen Carley Porter and George Willson;
3. Such other persons and agencies as may be
deemed appropriate.
r-- SECTION 5. That the City Clerk shall certify to the
adoption of this resolution.
