RESOLUTION NO. /53-/
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF DOWNEY ADVOCATING ADOPTION OF LEGISLATION
TO ALLOW FOR APPROPRIATE PUBLIC CENSURE OF
JUVENILE DELINQUENTS
WHEREAS, the custom has been in the past to withhold
from publication and any publicity names of juveniles who
have committed crimes regardless of the nature or severity
of the crime; and
WHEREAS, it is the opinion of many law enforcement
officials and those concerned with the entire subject matter
of crime prevention that the removal of the cloak of anonymity
from juveniles guilty of serious crimes would be of benefit to
all concerned; and
WHEREAS, they believe that exposing the names of those,
even though juveniles,who are convicted of crimes involving
violence and brutality would act as a deterrent upon others
following the same course and would provide protection to
those who otherwise might unknowingly associate with such
persons of such temperament; and
WHEREAS, Frank Bonelli, a member of the Board of Supervisors
of the County of Los Angeles, has advocated legislation to
provide for and allow the divulging of names of juveniles
r rimes of violence and brutality;

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES
RESOLVE AS FOLLOWS:
SECTION 1. That it hereby supports Supervisor Frank Bonelli
in his efforts to obtain appropriate and proper legislation
which would provide for the publication of names of juveniles
sufficiently identified with major crimes of violence and
brutalities so that the publication of such names would have the
proper effect of public censure and the providing of knowledge
to others to avoid such persons.
SECTION 2. The City Clerk shall certify to the adoption
of this resolution and cause certified copies thereof to be
mailed to Frank Bonelli and to such other persons as may be
deemed appropriate.
