RESOLUTION NO. /��'/
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF DOWNEY OPPOSING ANY STATE WIDE
LEGISLATION PROVIDING FOR PARTISAN
POLITICS IN LOCAL GOVERNMENT
WHEREAS, historically local politics within the State of
California have been free from partisanship; and

WHEREAS, by reason of such non-partisan o

local level, the local level of g overnment within the State
of California has reached and maintained a high degree of
integrity and efficiency; and

WHEREAS, Assembly Bill 300 has been introduced for the
purpose of calling for partisanship in city and county govern -
ments and local districts; and
WHEREAS, one of the alleged purposes of such bill is to
expose communists who might be running for office; and
WHEREAS, it appears to the City Council of the City of
Downey purpose that the ose of such a bill is to induce voters to

vote according to party labels rather than to the abilities of
the candidates; and
WHEREAS, the City Council of the City of Downey is opposed
to such questions of party politics in local elections;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES
RESOLVE AS FOLLOWS:
SECTION 1. The City Council of the City of Downey supports
whole- heartily the Board of Supervisors of the County of Los
Angeles and the County Supervisors Association of California in

opposing the adoption of Assembly Bill 300 or any bill calling for
or establishing partisan politics at the local level of government
for the reason that such partisanship in local government would
destroy the efficiency and integrity of the local government and
might lead to the providing of services of local nature, such as
roads, fire police, health and the like upon the basis of
political expediency rather than need and for the further
reason that the requirement of designating a party membership
by any candidate for a local office would not expose any
communist who might be running for office, as any person wish-
ing to hide such an affiliation with the Communist Party undoubtedly
would not disclose it for such purpose.
SECTION 2. The City Clerk shall certify to the
adoption of this resolution and cause a certified copy thereof
to be forwarded to Supervisor Warren M. Dorn, the Clerk of the
Board of Supervisors of the County of Los Angeles, State Assembly-
man Carley V. Porter, State Assemblyman George A. Willson, and
State Senator Thomas M. Rees, and to such other persons as may
be deemed advisable.
