HomeMy WebLinkAboutResolution No. 1489 2 '273 RESOLUTION NO. 1489 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY ESTABLISHING A DOWNEY- GUADALAJARA SISTER CITY ASSOCIA- TION WHEREAS, the President of the United States has requested the participation of cities as part of his program on international rela- tions for the purpose of aiding in the development of mutual understand - ing between cities of free countries and the United States; and WHEREAS, the Committee on International Municipal Cooperation of the American Municipal Association has urged the establishment of organizations to further the mutual understanding between citizens of free countries and cities of the United States; and WHEREAS, the City of Downey officially formed a Sister City affiliation with Guadalajara, Mexico on the 12th day of September, 1960; and WHEREAS, the City Council of Downey, California is desirous of main- taining and furthering the mutual understanding and friendship which has been established since the start of the program with our Sister City of Guadalaja, Mexico; and WHEREAS, it is deemed advisable that we give utmost consideration toward designating only one committee in the City of Downey to officially conduct activities between the two cities. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES RESOLVE AS FOLLOWS: SECTION 1. That there is hereby established a Downey - Guadalajara Sister City Association and that all resolutions previously passed relevant to the Sister City Program, with the exception of Resolution #673, dated September 12, 1960, titled "Acceptance of Guadalajara, Mexico as Downey's Sister City" are hereby rescinded. SECTION 2. That the function of the Association is that of conducting Sister Cit y affairs, as may be determined by the Mayor and City Council. SECTION 3. That every citizen of Downey may join this Association, subject to such reasonable rules as its Board of Directors may establish. SECTION I N 4. That if a member of the Association shall be absent from three successive regular meetings, without cause, this membership to the Association shall be terminated. SECTION 5. That Members of the Association may be removed, upon good cause, by a majority vote of the Board of Directors at any regular meeting or by the City Council, and that a report of such removal shall be fur- nished the Mayor or the City Council's representative in the Association. SECTION 6. Organization of the Association shall be as follows: a. The Mayor shall be the Honorary Chairman of the Association. b. The Board of this Association shall be composed of its officers who will be a president, vice president, WE� i� by each and treasurer. Membership shall consist of one member from Councilman each councilmanic district, one from the Chamber of Commerce and one from the Rose Float Assodation, plus any officers who are not board members. 2274 "4 c. Said Board shall manage the affairs of the Association, and may adopt standing rules and procedures which shall be filed with the City Clerk. d. Election of the officers and necessary appointments shall be made prior to the first meeting of May of each year, except that the officers and Board members currently serving at the passage of this resolution shall continue in office until the first meeting of May in 1965. e. The Board of Directors shall serve until the second meeting of April. SECTION 7.a -The Bbard of Directors shall hold at least one regular meeting in each month. b. The Association shall meet at least once every two months, or when convened by the Board of Directors. c. The annual meeting of the Association shall be held in the month of May each year, during which time officers for the new year shall be elected. d. Roberts Rules of Order Revised shall govern the Association in all cases to which it is applicable, and in which it is not inconsistent with rules and procedures previously adopted. SECTION 8. Procedures and Visitations shall be as follows: a. All verbal or written contact regarding official business of a Sister City nature with the Guadalajara- Downey Committee shall be handled by the Chairman of the Association with the approval of the Mayor. When necessary, the Mayor dr Chairman may delegate this duty to a member of their respective bodies. b. No citizen, groups or organizations shall visit Guadalajara as officially representing the City of Downey, or the Sister City Program, unless approved by either the City Council or the Sister City Association, as the case may be. c. Whenever a person or persons have been delegated as official representatives of the City of Downey who are to visit Guadalajara, written lists of names will be transmitted to the proper representa- tives of Guadalajara, advising them of their official status. d. A list of names of persons who are official members of the Downey- Guadalajara Sister City Association shall be kept current and transmitted by the Sister City Association Chairman to the proper representative on the Guadalajara- Downey Sister City Commit- tee. These persons, making up the membership of the Association will be the official representatives of the Sister City Program for the City of Downey. e. All persons who visit Guadalajara, whose names have not been previously transmitted in accordance with the foregoing criteria, need not be accorded official recognition by the Guadalajara- Downey Sister City Committee. Their capacity will be entirely that of a tourist, as far as the City of Downey and the Sister City Association are concerned. SECTION 9. A realistic annual program and budget shall be prepared for action by the Board of Directors following the Association's annual meeting. If necessary, for financing a special program not contemplated during the time budget is adopted, it may be changed by the Board during the year. The budget as adopted or amended shall be filed with the City Clerk. ,..� The Association shall be completely self- supporting, and projects undertaken to the extent that funds will be available to pay for them. Expenditures and programs involving official visits of the governmental representatives of the City of Guadalajara may be handled as a function of the City Council. SECTION 10. The Association shall make an annual report to the City Council of its activities from the previous year. A copy of said written report will be transmitted by the Chairman of the Association to the interested governmental agencies involved in the Sister City Program. SECTION 11. The City Clerk shall certify to the adoption of this resolution. APPROVED AND ADOPTED this 24th day of November , 1964.
