A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF DOWNEY SUPPORTING. PROPOSITION 138
r� AND OPPOSING PROPOSITION 130
,'protection of California's forests is essential, and
WHEREAS, the "Global Warming and Clear. Cutting Reduction,
Wildlife Protection & Reforestation Act of 1990" (the New Forestry
Initiative - Proposition 138) provides rational preservation of
forests, protects wildlife and provides. for urban reforestation;
and
WHEREAS, Proposition 138 will:
* Provide for a $300 million bond to plant millions of
trees in cities and other areas throughout California
to help reduce global warming:.
- --* Require- timber companies to prepare. long term
management plans that would protect wildlife and
ensure more trees are planted than cut;
* Ban clear- of redwoods and other old growth forests;
* Require timber harvesters to reduce clear in all other
forests by 50* over the ne=t fiver --__ ___
* And expand California's redwood parks 1600 acres;
and

WHEREAS, Proposition 130 would:
* Put more than 75,000 Californians out - of work;
* Set. up a costly bureaucratic system. that would. cost
California's taxpayers billions of dollars;
* Reduce timber harvesting by 68*, resulting in-higher
consumer prices for new homes, timber and paper
products;
* Politicize the timber harvesting approval process by
--- replacinTthercritical role that licensed professional
foresters_ - and biologists play with Sacramento
bureaucrats and political appointees who have little
knowledge of forestry practices;

* And give financial incentives for special interest
groups to file lawsuits against the government
resulting in thousands of lawsuits against the State
of California, costing taxpayers millions of dollars;
NOW, THEREFORE, BE IT RESOLVED, that the Downey City
Council endorses Proposition 138, known as the New Forestry
Initiative; and
BE IT FURTHER RESOLVED, that the Downey City Council opposes
Proposition 130, known as the Forests Forever Initiative;
APPROVED AND ADOPTED this 25 th day of September , 1990.
