A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
DOWNEY URGING PASSAGE OF THE SHELTER INCENTIVE
DEVELOPMENT BILL (HR 8200)
r-- WHEREAS, nuclear bombardment of the United States by accident or
design is a distinct possibility; and
WHEREAS, an adequate National fallout shelter system will save
tens of millions of lives in the event of attack, since lives saved in-
crease as the level of attack rises; and
WHEREAS, House Resolution (HR 8200) would provide limited funds
for one year to stimulate local development of fallout shelters of the
following kinds:
1. Ventilation of basements in existing buildings.
2. Dual purpose shelters incorporated into designs of new
construction.
3. Low cost structural modification of existing buildings.
AND WHEREAS, the Downey City Council adopted the following Shelter
Policy Statement on May 13, 1963:
Federal, State, and City legislation shall be encouraged to
provide incentives for community fallout shelter construction,
particularly in conjunction with schools, playgrounds,
churches, hospitals, and other facilities which the general
public uses.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES RESOLVE
AS FOLLOWS:
SECTION 1. That the City Council of the City of Downey strongly
supports House Resolution #HR 8200 and urges its passage by the United
States Senate.
SECTION 2. That a copy of this resolution be sent to each of
California's senators; to each member of the Senate Armed Services
Committee; and to the Downey Board of Education and Parks and. Recreation
Board of Directors, with a recommendation to adopt a similar resolution.
SECTION 3. The City Clerk shall certify to the adoption of this
resolution.
