A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
SUPPORTING ASSEMBLY CONSTITUTIONAL AMENDMENT NO. 30
AND SENATE CONSTITUTIONAL AMENDMENT NO. 12 WHICH RELATE
TO CONFLICTING LAWS BETWEEN STATE AND LOCAL LEGISLATION
WHEREAS, recent judicial decisions such as the Carol Lane case
have removed entire fields of law enforcement from local legislative
control which it was not the intent of the legislature to so remove;
and
WHEREAS, this action has forced cities with urban problems to
rely on general State statutes which are not fully restrictive for
such problems.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES
RESOLVE AS FOLLOWS:
SECTION 1. That it strongly supports the passage of Assembly
Constitutional Amendment No. 30 and Senate Constitutional Amendment
No. 12.
SECTION 2, The City Clerk of the City Council of the City of
Downey shall certify to the adoption of this resolution and cause
copies to be forwarded to the area's legislative representatives in
Sacramento.
