A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY OPPOSING STATE GRANTS TO PUBLIC LIBRARIES WHEREAS, Assembly Bill 590 as introduced would provide for State grants in aid to public libraries in cities of over 100,000 population which would add 4,000 books per year to their collection; and WHEREAS, this proposal is discriminatory in that it excludes certain cities which might otherwise be deserving of aid; and WHEREAS, this proposal is objectionable due to its imposition of State requirements with reference to municipal library collections; and WHEREAS, this proposal would inroad the control of local government over its library systems due to the possible future imposition of added requirements kt a time when cities which might not desire to meet such requirements would nevertheless be forced to do so due to their reliance on State money. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES RESOLVE AS FOLLOWS: SECTION 1. That it expresses its opposition to Assembly Bill 590 and urges the rejection of all similar legislation. SECTION 2, The City Clerk shall certify to the adoption of this resolution and cause cepies to be forwarded to State representatives at Sacramento for this City.
