HomeMy WebLinkAboutResolution No. 1060 F t 1642 RESOLUTION NO. /e0 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY, CALIFORNIA, REQUESTING THE STATE DEPARTMENT OF PUBLIC HEALTH AND ALL OTHER APPROPRIATE STATE, COUNTY AND MUNICIPAL DEPARTMENTS, BOARDS AND COMMISSIONS TO SUPPORT THE ADOPTION OF STATE -WIDE LEGISLATION REQUIRING MANUFAC- TURERS OF MODEL GLUE AND RELATED SUBSTANCES TO REMOVE FROM SUCH PRODUCTS THOSE ELEMENTS HARMFUL TO HUMAN LIFE, TISSUE OR ORGANS WHEN FUMES FROM SUCH SUBSTANCES ARE BREATHED OR INHALED, OR TO REQUIRE THE ADDITION OF AN ODOR ELEMENT TO SUCH PRODUCTS DESIGNED TO GIVE AN UNPLEASANT ODOR THERETO THUS DISCOURAGING THE VOLUNTARY BREATHING OR INHALATION OF THE FUMES FROM SUCH PRODUCTS, COMMONLY KNOWN AS "GLUE SNIFFING" WHEREAS, it has come to the attention of the City Council of the City of Downey, California, that there has been an increase over the past few months in a practice generally known and commonly referred to as "glue sniffing ", and WHEREAS, such practice is not limited to any localized area or com- munity but has occurred widely over the entire Southern California area, and WHEREAS, a number of cities have deemed the practice serious enough to require the adoption and passage of regulatory ordinances prescribing punitive measures against such practice, and WHEREAS, such practice has been engaged in by children, youths and other persons who are uninformed regarding the possible harmful effects of such practice, and WHEREAS, the City Council of the City of Downey, California, is informed and believes that the breathing or inhalation of fumes from certain glues and other related substances is or may be harmful to human tissue, organs and life itself, and that there have been reported cases of such practice involving brain damage and paralysis, and WHEREAS, the City Council of the City of Downey, California, is informed and believes that the harmful element included in the manufacture of such products can be eliminated or substituted by a non - harmful element or that a semi - offensive odor element can be added to such products without impairment to any extent of the other properties, usefulness, efficiency or marketability of such products by the manufacturers thereof, and WHEREAS, such practice and the harmful and lasting effects thereof are a matter of general concern to the people of the State of California and can best be controlled and eliminated by State action designed to eliminate the harmful element from such products or to add a repelling odor thereto rather than by local punitive attion, NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES RESOLVE AS FOLLOWS: SECTION 1. That it does hereby recommend and request that the State Department of Public Health initiate a special investigation into all phases of the practice generally known and commonly referred to as "glue sniffing" and that such investigation give particular attention to the feasibility of recommending state legislation requiring manufacturers of model glue and other similar substances to eliminate from the manufacture thereof any non- essential elements found to be harmful to human tissue, organs or life upon • 1.643 breathing or inhaling same and requiring the addition to such substances of a semi - offensive odor designed to repell the voluntary breathing and inhalation of fumes from such substances by children, youths and other persons who may not be informed regarding the possible harmful effects of such practice. SECTION 2. That copies of this resolution be forwarded to each of the following officials, boards and persons together with an official request that each of them undertake personally to endorse and support this request and recommendation in every way possible: a. State Department of Public Health. b. State Director of Public Health. c. State Assemblyman, Carley V. Porter d. State Assemblyman, George Willson e. State Senator Richard Richards f. State Attorney General, Stanley Mosk. g. Los Angeles County Board of Supervisors, Attention: Supervisor Kenneth Hahn, 2nd Supervisorial District. SECTION 3. The City Clerk shall certify to the adoption of this resolution.
