RESOLUTION NO. 940
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY,
CALIFORNIA, URGING THE RETURN OF THE "CHELI AIR FORCE
BASE" TO THE CHANSLOR WESTERN OIL COMPANY, A SUBSIDIARY
OF THE SANTA FE RAILWAY CORPORATION
WHEREAS, the City Council of the City of Downey has by previous
Resolutions, urged the Congress of the United States to consider and adopt
appropriate legislation for the return of the "Cheli AirForce Base" to the
Chanslor Western Oil Company, a subsidiary of the Santa Fe Railway Corpora-
tion; and
WHEREAS, the Congress of the United States has already initiated
legislation to study and consider this matter by the introduction of
H.R.2184 and S.B.1497; and
WHEREAS, the City of Downey recognizes that the said corporation would
use and develop this area for heavy industry and thereby would provide
many additional jobs for the people who live within the neighborhood of
"Chili Air Force Base ", and also would thereby provide and establish a
most favorable and valuable tax base for the support of all the govern-
mental agencies, including the County of Los Angeles, the School District
and the City of Bell; and
WHEREAS, the City of Downey recognizes that all of the land now occupied
by the "Cheli Air Force Base" formerly belonged to the Chanslor Western Oil
Company and that said corporation conveyed said land to the United States of
America for war purposes for a nominal consideration of Two ($2) Dollars;
and that logically and equitably the said land should now be returned to
the said corporation which donated it to the government now that its use for
war and military use has ended; and
WHEREAS, upon the recommendation of the City Planning Commission of the
City of Bell, the City Council of the City of Bell has adopted an Ordinance
classifying and placing said "Cheli Air Force Base" area in a heavy industry
zone to conform to the character and use of the adjacent land in the sur-
rounding area, and has found by previous Resolutions that the Chanslor
Western Oil Company has demonstrated its ability to develop tracts of land
for industrial use by similar developments already completed by this corpora-
tion in the immediate area and is capable to do the same in the " Cheli Air
Force Base ", when and if acquired by it;
NOW, THEREFORE, the City Council of the City of Downey DOES RESOLVE AS
FOLLOWS:
SECTION 1. The said City Council hereby does reaffirm its original
position as heretofore expressed.
SECTION 2. That the public necessity and convenience require that the
Congress of the United States consider and adopt appropriate legislation for
the return of the " Cheli Air Force Base" to the Chanslor Western Oil Company
for the reason that the same has already been zoned for heavy industrial use
in keeping with all of the surrounding land.
SECTION 3. That this City Council does hereby respectfully submit and
urge that the Congress of the United States enact appropriate legislation in
accordance with the principles as set forth in this Resolution to return the
"Cheli Air Force Base" to its former owners, the Chanslor Western Oil Company;
and they particularly request that Senators Thomas H. Kuchel and Clair Engle
and Congressmen Clyde Doyle, Chet Hollifield and Harry B. Sheppard expend
their best efforts for the adoption of said legislation.

SECTION 4. The City Clerk shall certify to the adoption of this
resolution and thenceforth and thereafter the same shall be in full
force and effect.

City Council of the City of Downey at a regular meeting thereof held on the
13th day of February 1962, by the following vote:
