RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
ORDERING CERTAIN LIGHTING FIXTURES, APPURTENANCES, AND
APPLIANCES ON CERTAIN STREETS AND PUBLIC PLACES OF SAID
CITY TO BE MAINTAINED AND ELECTRIC CURRENT TO BE FUR-
_ NISHED ALL IN ACCORDANCE WITH RESOLUTION NO. 905 OF SAID
CITY (DOWNEY CITY LIGHTING DISTRICT, ANNEXATION 3C,
ZONE 1)
WHEREAS, the City Council of the City of Downey, on November 28, 1961
adopted Resolution No. 905 ordering the City Engineer to prepare plans,
specifications, estimate, and report pursuant to the provisions of Division
14, Part 1, Streets and Highways Code, State of California; and
WHEREAS, on November 28, 1961, in compliance with the order of the City
Council as set forth in said Resolution No. 905, the City Engineer did file
with the City Clerk the plans, specifications, estimate, and report in
writing; and
WHEREAS, on November 28, 1961, said matter so filed was submitted to
the City Council, and the City Council approved said report and did adopt
Resolution No. 909 declaring its intention to order those certain improvements
as aforesaid; and
WHEREAS, on November 28, 1961, the City Council, by Resolution No. 907
appointed the hour of 7:30 o'clock P.M. on January 8, 1962 as the time and
place for hearing protests in relation to said proposed improvement; and
WHEREAS, on January 8, 1962, at the time and place as specified, a public
hearing duly was held in relation to said improvement, all in accordance with
said Resolution No. 907, notice having been duly given of said hearing in the
manner required by law; and
WHEREAS, at said hearing the City Council did hear and pass upon all
written and oral protests made in reference to said improvement;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES RESOLVE AS
FOLLOWS:
SECTION 1. The boundaries of the Downey City Lighting District, Annexation
3C, Zone 1, are described as shown on the document attached hereto designated as
"Exhibit A" and by this reference, incorporated herein and made a part hereof,
the same as though set forth in full.
The District shall be divided into zones which shall be designated as,
and shall be as, and the boundaries of each zone described are as shown on the
document attached hereto designated "Exhibit A ", and by this reference, made a
part hereof the same as though set forth in full.
SECTION 2. The District shall be named, designated, and known as the
"Downey City Lighting District, Annexation 3C, Zone 1."
SECTION 3. The proposed improvement shall be for a period of time beginning
from the formation of the district and ending March 31, 1963.
SECTION 4. The proposed improvement consists of the furnishing of mainten-
ance, and energy, for street lighting throughout the District as described all in
accordance with the plans, specifications, and report of the City Engineer as
approved by the City Council.
SECTION 5. The estimated cost of said improvement for the first year is
$1,755.98.
SECTION 6. The entire estimated cost of said improvement for the first year
shall be borne by the District.

The proportion of the estimated cost for the first year to be borne by
each zone as follows:
Zone 1 $1,755.98
SECTION 7. It hereby is ordered that that portion of the estimated cost
proposed to be borne by the District, shall be paid by special assessment taxes
levied upon all the lands exclusive of improvements within the District and any
zone therein.
SECTION 8. It hereby is ordered that said proposed improvement, as described
and set forth in Resolution No. 909 and in the report of the Engineer submitted
pursuant to Resolution No. 905 be made in the many and at the times prescribed by
law.
SECTION 9. That the City Council hereby finds that the Southern California
Edison Company is the only contractor practically capable of serving the street
lighting system to be improved in the manner provided for and as described herein
and the Southern California Edison Company is subject to the jurisdiction of the
Public Utilities Commission of the State of California. It, thereby, is ordered
that the improvement of the said Lighting District be carried out in accordance
with said plans and specifications by the Southern California Edison Company.
SECTION 10. It further is ordered that the Mayor hereby is authorized and
directed to execute the contract with the Southern California Edison Company for
the improvement in accordance with said plan and specifications and in accordance
with rates and rules filed by said Company from time to time with the Public
Utilities Commission of the State of California.
SECTI0N11. The City Clerk shall certify to the adoption of this resolution and
cause a certified copy thereof and the map or plan of the District to be filed
with the assessor whose role is used for the levy and with the State Board of
Equalization, and further, shall cause a copy of this resolution to be published
once in the "Downey Live Wire."
APPROVED AND ADOPTED this 8th day of January 1962.
