RESOLUTION NO. 5 --
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
CONDEMNING THE SOVIET UNION FOR THE RESUMPTION OF NUCLEAR
TESTING
WHEREAS, The Soviet Union, without provocation, has unleashed a
series of atmospheric nuclear tests directly responsible for a world -wide
increase in atmospheric radiation; and
WHEREAS, The Soviet Union has thereby added to the health hazard
of all living creatures by this disgraceful action; and
WHEREAS, The Soviet Union, in so doing, has demonstrated a callous
disregard for all mankind now alive and, with every test, has willed to
the unborn cancer, mutation, and doom; and
WHEREAS, The Soviet Union has attempted to force free men to accept
a false set of alternatives by trying to blackmail them to choose
poisoning or tyranny;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES RESOLVE
AS FOLLOWS:
SECTION1. To call upon the United Nations to join with all humanity
in condemning the revolting action of the Soviet Union in the resumption of
these tests, and to demand that the Soviet Union immediately cease nuclear
testing now and for all time.
SECTION 2. The City Clerk shall certify to the adoption of this
resolution.
