A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF DOWNEY DECLARING THE MAYOR TO BE THE
OFFICIAL REPRESENTATIVE OF THE CITY FOR THE
CITY'S PARTICIPATION IN THE SISTER CITY PRO-
GRAM
WHEREAS, President Eisenhower sometime back urged the
various cities of the United States to participate in the
general program referred to as "People to People" for the
advancement of international relations and good will between
the United States and other countries; and
WHEREAS, the Sister City Program has evolved as a means
of carrying out such request; and
WHEREAS, the City of Downey has entered into such Sister
City Program and has established a relationship with the City
of Guadalajara, Mexico as its Sister City; and
WHEREAS, it is essential for the furtherance of the in-
`" terests the United States and all of its citizens that a good
relationship be established between the Latin American countries
and the United States; and
WHEREAS, the City of Guadalajara has chosen a queen to ride
upon the Downey float in the 1961 Tournament of Roses Parade; and
WHEREAS, the queen with her parents will arrive in the
United States for the purpose of visiting the City of Downey prior
to New Year's day, 1961; and
WHEREAS, the City of Downey in appreciation of such honor ex-
tended by the City of Guadalajara will host the queen and her
family; and
WHEREAS, courtesy and the interests of all concerned dictate
the return by the City of Downey the honors and courtesies extended
to the City by the City of Guadalajara; and

WHEREAS, it is desirable that there be an official re-
presentative of the city appointed for performing such func-
tions.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY
DOES RESOLVE AS FOLLOWS:
SECTION 1. That the mayor or such members of the City
Council as he may designate shall act as the official re-
presentative of the city in all of the official contacts
between the City of Downey and the City of Guadalajara and
shall be authorized to do such things as reasonably may be
necessary and within the power of the city to advance the
Sister City Program and carry out the desires of the President
of the United States in furthering the People to People Program.
SECTION 2. That all lawful, reasonable, and necessary
expenses incurred by such official representative in carrying
out the functions relative to such program shall be reimbursed
by the city.
SECTION 3. The City Clerk shall certify to the adoption of
this resolution.
