HomeMy WebLinkAboutResolution No. 0619 t RESOLUTION NO. of A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY ESTABLISHING ITS POLICY IN CONNECTION WITH THE CURRENT ISSUE BETWEEN THE CITY AND THE DOWNEY COUNTY WATER DISTRICT (Future Municipal City Water System) THE CITY COUNCIL OF THE CITY OF DOWNEY DOES RESOLVE AS FOLLOWS: WHEREAS, a judicial determination that the Downey County Water District has merged with the City and the acquisition by the City of the nine (9) other water systems within the City would result in a safe, uniform and adequate water system to all of the citizens of Downey; and WHEREAS, the City Council feels the following objectives should be presented: a. Development of a city -wide water system to serve all of the citizens within the City. b. Adequate and safe water supply and pressure to all residential, commercial and industrial consumers upon the same rates throughout the City. c. To eliminate 31Q per $100 assessed valuation taxes now being the Metropolitan by the citizens of Downey to t olitan Water District. (It p is felt that a city-wide water system should be self- supporting including the payment of the present 31Q tax rate.) d. Savings to all of the citizens of Downey through combined legal service, engineering services, administrative services, operational and equipment maintenance through centralized procedures. e. Better fire protection for all of the citizens of Downey. The Downey County Water System is very adequate and is operated in an efficient manner, however, there are other systems within the City which fall far below the standards required for adequate pressure and volume to safely serve the citizens in case of fire. A uniform city -wide water department would remedy this situation and give all the people the same degree of protection. f. The water systems serving the City constitute 1/3 of the formula upon which the National Board of Fire Underwriters bases its fire rates. (Through consolidation of all of the water companies the City will ultimately reduce its fire rates to all of the citizens of Downey.) g. Uniformity Preliminary engineering of rates and service. Preliminar en ineering and feasibility surveys have indicated that a uniform rate throughout the City comparable to that now charged by the Downey County Water Department would adequately finance a city -wide water department and properly amortize the cost and future improvements over a long range program. Uniform service would entail the addition of reservoirs, an adequate grid system and additional sources of water. WHEREAS, it has been accepted that the responsibility of delivering a potable, adequate and uniform water supply to all of the residents of a erjmmunity is a definite responsibility of a City Government and members of the City Council feel their responsibility toward ALL THE CITIZENS of Downey in this respect; and WHEREAS, it is believed that the Citizens now being served by the Downey County Water District will also be benefitted in this program through and rates; lower fire d additional safety, reduced taxes and rates; WHEREAS, the Downey County Water District and their employees have done and are doing a very commendable job in serving the people within their District; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES RESOLVE AS FOLLOWS: SECTION 1. It is the sincere objective of the City of Downey to provide the same high standards of water service to ALL OF THE CITIZENS of Downey. SECTION 2. That this program is being pursued upon a friendly basis for the benefit of ALL THE CITIZENS of Downey. SECTION 3. If the Downey County Water District is determined to have merged with the City, the City Council will rely heavily upon the present members of the Downey County Water Board as well as the administration and employees of the Downey County Water District. SECTION 4. The City Clerk shall certify to the adoption of this res- olution and shall forward a certified copy to the Downey County Water District.
