CALL TO ORDER : Meeting was called to order at 4:02 PM. Members Present: Sean Ashton, Lars Clutterham, Jonathan Cousima no, Jose Magaña, George Manzanilla, Janet Molinaro, Patrick Owens, Alex Saab, Anna Valcarcel Members Absent: Bob Ciatti (excused) Staff: Shannon DeLong, Staff Liaison, Office of the City Manager II . CONSENT CALENDAR: It was moved by Patrick Owens, secon ded by George Manzanilla, and unanimously carried to accept the June 22 minutes as read. III. OLD BUSINESS: 1. Green Task Force Bylaws Chair Clutterham noted City Council ratification of the Green Task Force Bylaws, with reference to the July 2010 Green Task Force Report, and pointed out that Staff Liaison Shannon DeLong has initiated Agenda reference points in italics to their respective mention in the report. 2. Task Force goals relative to SB - 375 & AB - 32 Clutterham reported on his attendance at two SCAG workshops: one on the health - to - transportation ramifications of SB - 375, and a planning workshop on the 2012 Regional Transportation Plan (RTP), also noting that the Gateway Cities COG SCS was submitted to SCAG on July 29. 3. Green Task Force ou treach & publicity (Short - Term Goal #2) Clutterham noted that, through the weekly environmental column he is now writing for The Downey Patriot, a press outlet for the Green Task Force already exists, and will include an upcoming announcement on Green Tas k Force activity. After discussion, the possibility of creating a Green Task Force page on Facebook, or a separate Green Task Force website, was postponed. Anna Valcarcel offered a prospective list of outreach events, as follows: Street Faire, Kids’ Day , Day Without a Bag, Keep Downey Beautiful, Farmers’ Market, Gardening Workshops, Concerts in the Park, Walk to School Day , and Safe Routes to School. 4. Website maintenance DeLong volunteered to update the Green Task Force pages on the City website to t he extent she is able to gain access. IV. NEW BUSINESS: It was moved by Janet Molinaro, seconded by Patrick Owens, and unanimously carried to establish a six - month focus on the following Green Task Force issues: 1. Transportation (Long - Term Goal #2) (a) Bi cycles (b) Electric Vehicles (EVs) and charging stations (c) Status of alternative energy use in City vehicle fleet 2. Water Conservation/Pollution/Education/Outreach (Short - Term Goal #3) V. PUBLIC COMMUNICATIONS: Downey businessman, Steve Perez, the Green Gar dener, spoke in support of drought - tolerant landscaping and in favor of expanding bicycle - friendly options in the City of Downey. Regarding cycling, he recommended the website “streetfilms.org” as well as the international “20’s Plenty” speed limit progra m. VI. GREEN TASK FORCE COMMUNICATIONS Chair Clutterham expressed concern that Task Force member Bob Ciatti has attended only one meeting. There was consensus agreement that the Task Force would withhold a formal report to City Council until December, but that Clutterham would make a statement of progress during Public Comment at a City Council meeting in September. VII. STAFF COMMUNICATIONS: There were none. VII.
