I . CALL TO ORDER :
Meeting was called to order at 4:01 PM.
Members Present: Sean Ashton, Lars Clutterham, Jonathan Cousimano , Jose
Magaña, George Manzanilla, Janet Molinaro, Patrick Owens, Anna Valcarcel
Members Absent: Bob Ciatti (excused), Alex Saab (excused)
Staff: Shannon DeLong, Staff Liaison, Office of the City Manager
II . CONSENT CALENDAR:
It was moved by Jonathan Cou simano, seconded by Pat Owens and unanimously
carried to accept the May 26 minutes as read.
III. OLD BUSINESS:
There was none.
IV. NEW BUSINESS:
1. Green Task Force Bylaws
After further discussion of the proposed Bylaws, it was moved by Janet Molinaro ,
seconded by Jonathan Cousimano and unanimously carried to accept the bylaws as
amended, pending review by the City Attorney and passage by City Council.
2. Task Force goals relative to SB - 375 & AB - 32
A PowerPoint from the Gateway Cities Council of Gove rnments (COG) was
presented, along with an excerpt of a press release from COG summarizing SB - 375.
In addition, pages excerpted from the Downtown Specific Plan led to a discussion of
the merits of bicycle advocacy as an initial emphasis by the Green Task Force. The
visibility of painted bike lanes and other bicycle amenities as an encouragement to
ride and the health benefits of riding bicycles in view of obesity issues were
discussed alongside the unspoken virtues of greenhouse gas reduction as
mandated by SB - 375. Motorist education, both needed and inexpensive to
implement, was also suggested. Further, coordinating the addition of bike lanes with
street resurfacing was offered as a useful tie - in.
3. Green Task Force outreach & publicity
Beyond the re cognition that public awareness and education are critical to the
success of the Green Task Force, numerous ideas were put forth regarding outreach
and publicity, including the following: a Facebook page, a coming - out
announcement as well as periodic arti cles in the Downey Patriot (Quarterly was
suggested), bannering, tables and publicity at events such as Keep Downey
Beautiful, Concerts in the Park, the Street Faire, Kids’ Day, Earth Day, and the
Farmers’ Market, though the latter is run by a private non - profit contractor. Sean
Ashton and Anna Valcarcel volunteered to put together a potential outreach
schedule.
4. Website maintenance
Discussion of website maintenance was deferred to the next meeting.
V. PUBLIC COMMUNICATIONS:
There were none.
VI. GREE N TASK FORCE COMMUNICATIONS
Chair Clutterham asked for and received confirmation that email was the most
effective means of intra - committee communication. He also suggested that the issue
of water should be on the agenda for the next meeting, in light of i ts high profile due
to impending rate increases.
VII. STAFF COMMUNICATIONS:
Staff liaison DeLong said she enjoyed working with the group.
