He referred to the rough draft of the final report, noting some changes he already made to the Green Task Force Members page and said he will get the proper spelling and company names included. He also said a photograph of the GTF’s first meeting at Coca-Cola Bottling Company will be included. He said the City is continuing to make strides in the greening of our city and is still working on the deal with Tesla and had another meeting last Tuesday. He explained Assistant City Manager Gilbert Livas has been in Sacramento regarding Assembly Bill 2065, which is the first bill specific to Downey to create a redevelopment zone. He said Mr. Musk said the Tesla plant in Downey will be the greenest manufacturing plant in the world, not just California or the United States, and noted Mr. Musk has asked about the Green Task Force. Chair Guerra noted he had a meeting with Cardinal Mahoney last night and he asked about Tesla. Chair Guerra felt Tesla will be a great corporate sponsor and stated we have Coca-Cola, Bottling, Southern California Edison and The Gas Company and we are all working together. This is a sustainable thing and we are making history. Minutes Lars suggested Number 11 on Page 4 be changed to read. 11. Short Term – The Green Task Force recommends that City Council enhance sustainable building codes in anticipation of the next code updates and review all fees related to environmental sustainability with an eye towards reducing those that may incentivize sustainable practices It was moved by Janet Molinaro, seconded by Lars Clutterham and unanimously carried to approve the April 13 minutes, as amended. Discussion Chair Guerra referred to the handout from the September 1 report and read a statement from Desi Alvarez. He stated there are things in the lists, like solar fees and a GTF award that we will add and will need one final meeting. The GREEN TASK FORCE REPORT was reviewed and the following additions and changes were noted. Green Task Force Mission and Goals It was suggested to change the second to last sentence in the first paragraph to read “environmental to be awareness and ensure sustainable practices continue implemented.” Also, to capitalize the word Council in the second line of the third bullet point. Had City’s recycling report presented by Integrated Waste Coordinator Kathy Simmons. Mention Coca-Cola Bottling Company’s presentation regarding recycling and Sylvia Southerland’s presentation from Southern California Edison. Page 2 - Green Task Force Member Under Industry, School District and Utility Representatives: For Bill Kalpakoff the company name should read Calmet Services, Inc. and for Robert Phillips, Dan Pruitt, Mike Finn and Jonathan Leonard the company name should read Coca- Cola Bottling Company Remove Jesse Kalashyan Page 3 – Subcommittees Under Subcommittee Members, remove Jesse Kalashyan from the Education Subcommittee and correct the spelling of Janet Molinaro’s name. Page 4 – Legislative Review Change Paragraph 3, Line 9, to read “specifications, planned reductions in energy use, and/or the provision of incentives for solar roof installations. Change Paragraph 4, Line 12, to read state’s new law , and in some cases was actually. Add bullet points:  Reduction of Solar installation permit fees to incentivize trash recycling containers  Trash recycling containers Chair Guerra said he also wants a picture of solar panels, plastic bags, and the recycling containers in City Hall. Page 6 – “Downey Green” Website add a coma at the end of Line 2 after the word approval. Page 7 – A Day Without a Plastic Bag “to” Remove the word in Paragraph 1, Line 2. Add a hyphen to Paragraph 1, Line 11, between the “cost-effective” words and remove the coma after the word effective. In Paragraph 2, Line 12, add wording such as “positive benefits of reusable (Desi will come up with the wording) after “paper or plastic.” Page 8 – School-Based Education Program – Reusable Bags “was awarded with 1 reusable grocery.” In Paragraph 4, Line 5, change the sentence to read List the people who handled the judging. Mario noted there were other pictures of the kids on the playground and we should look at putting those in. Bob Phillips suggested putting something like “recommend future Task Forces work Green Task Force Mins. 05/11/10 cooperatively and help promote the work of City Staff, such as the Integrated Waste Coordinator, and list this position’s functions. Mario said what about Green Building Codes that have been adopted. It was noted when Gilbert Livas attended he mentioned what happens to plan checks, etc. if we go green. We need to put the fast track program in. Mario asked everyone to skim through their file and notes in the next few weeks. Bob Phillips asked what the purpose of having the Municipal Code water conservation regulations listed. Desi said it was one of the easy ones to put it because it is very specific and is one of the things discussed and mentioned earlier in the text. It was asked, do we need to provide language as to why it is in there? Desi referred to the last paragraph of Appendix A.,.Using the Urban Environmental Accords, stating we are trying to say “here are all of the things the City does and where they fall under this program.” We tried to list the things the City does and thought we might as well put examples where they are manageable. The water conservation ordinance is a manageable example. Mario said Appendix A needs to have titles on each page and should also have Page Nos. Mario mentioned the California Contract Cities Association where the Green Task Force started. He said he saw a presentation there two years ago from the City of Redondo Beach and asked that it be forwarded to him. Robert Rubio noted Redondo Beach is a trend setting city. Sally Flowers mentioned that she hosts a roundtable in the City of Commerce every month and has asked Mario to present an overview on June 16. Chair Guerra asked Lars to sing the song he composed for Gallatin Elementary School and had the kids sing, which he did. Chair Guerra mentioned the passing of Council Member Larry Nelson from the City of Artesia and gave his condolences to Sally Flowers. Lars presented a PowerPoint program that was a photographic summary of the reusable bag program. Chair Guerra suggested it be shown when the presentation is made to the Council. He said we need to set a course of action. It was suggested waiting until June 8 or 22 to go to Council and holding one more short meeting next month to review the final draft. Chair Guerra suggested the final report go to th and the Council on July 13 said he will send an e-mail with meeting dates to see when most members can attend. He said the changes discussed today will be e-mailed to everyone and asked for any graphics members would like to see in the report. He mentioned he would like to see the photos Lars took with the kids. Chair Guerra suggested tentatively putting down June 15 to meet. Sally Flowers suggested the Green Task Force be invited to the grand opening for Tesla to which Chair Guerra agreed.
