RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
REQUESTING THE EXPENDITURE OF COUNTY AID TO CITIES FUNDS
ON CERTAIN MAJOR CITY STREETS
THE CITY COUNCIL OF THE CITY OF DOWNEY DOES RESOLVE AS FOLLOWS:
SECTION 1. It is hereby requested that the County of Los Angeles
finance the hereinafter specified street improvement projects out of
County Aid to Cities Funds and advance to said City of Downey the
amount of aid specified for the projects described below. The nature
of each project, the estimated cost thereof and the reasons for its
improvement are set forth hereinafter:
a. The installation of electric warning signals (Standard No. 8's)
at the crossing of Brookshire Avenue and the Southern Pacific
Railroad tracks.
i. This improvement continues the stage development of
Brookshire Avenue as a street of major importance and
will provide a safer crossing at the Southern Pacific
tracks. The Public Utilities Commission has approved
the joint participation of this installation by both
the Southern Pacific Company and the City of Downey.
ii. The work will be accomplished in the normal manner
involving railroad participation wherein the railroad
will perform the actual work and bill the City of
Downey for its proportionate share of the work, (esti-
mated to be $5,000).
iii. Brookshire Avenue is shown on the County Master Plan
of Highways as an ultimate 80 foot street with such
additional rights of way required being granted by the

Southern Pacific Company.
b. The widening of Downey Avenue between Dempster and Grant Avenues
a distance of 1300 feet (0.25 miles).
i. This project entails the construction of concrete curbs,
gutters, cross gutters and pavement widening in con..
nection with the development of adjoining local streets
through the provisions of the 1913 Assessment District
Act.
ii. This work will be accomplished by contract resulting
from competitive bid procedures. It is estimated that
the cost of this project will be $12,000.
iii. Downey Avenue is shown on the County Master Plan of
Highways as being an 80 -foot street, with all rights of
way being dedicated.
c. The improvement of Foster Road from Woodruff Avenue to Faust
Avenue, a distance of 500 feet (0.09 miles).
i. This improvement entails the acquisition of additional
rights of way, completion of concrete curbs and gutters,
and reconstruction of the existing pavement to join the
concrete improvements.
ii. This work will be accomplished by contract resulting from
competitive bid procedures. It is estimated that the cost
of this project will be $10,000.

iii. Foster Road is shown on the County Master Plan of
Highways as an ultimate 80 -foot street with additional
rights of way to be acquired from the adjoining
property owners (in cooperation with the City of Bell-
flower) .
d. The improvement of Gardendale Street between Lakewood Boulevard
and Hanwell Street, a distance of 1300 feet (0.25 miles).
�.. i. This improvement entails the reconstruction of a portion
of Gardendale Street with base and pavement, together
with the construction of curbs and gutters along the
northerly portion of the roadway.
ii. This work will be accomplished by contract resulting
from competitive bid procedures. It is estimated that
the cost of this project will be $10,000.
Gardendale Street is shown on the County Master Plan of
Highways as an ultimate 80 -foot street, with no addi-
tional rights of way being acquired at this time.
e. The widening of Old River School Road from Imperial Highway to
Quill Drive, a distance of 1250 feet (0.24 miles).
i. This improvement entails the extension of the existing
pavement to join concrete curbs and gutters installed by
the adjoining property owners.
ii. This work will be accomplished by contract resulting
from competitive bid procedures. It is estimated that
the cost of this project will be $10,000.
iii. Old River School Road is shown on the County Master plan
of Highways as an 80 -foot street with no additional
rights of way being acquired.
f. The widening of Paramount Boulevard from Lubec Street southerly, a
distance of 500 feet (0.09 miles).
i. This improvement entails the completion of concrete curbs
and gutters along Paramount Boulevard as well as the ex-
tension of the existing pavement to join the concrete
improvements.
ii. This work will be accomplished by contract resulting
from competitive bid procedures. It is estimated that
the cost of this project will be $7,000.
iii. Paramount Boulevard is shown on the County Master Plan
of Highways as an ultimate 100 -foot street with no
additional rights of way being acquired.
g. The installation of electric warning signals (Standard No. 8's) at
the crossing of Rives Avenue with the Southern Pacific Railroad
tracks.
i. This improvement continues the stage development of Rives
,--- Avenue as a street of major importance and will provide a
safer crossing at the Southern Pacific tracks. The Public
Utilities Commission has approved the joint participation
of this installation by both the Southern Pacific Company
and the City of Downey

ii. The work will be accomplished in the normal manner
involving railroad participation wherein the railroad
will perform the actual work and bill the City of Downey
for its proportionate share of the work (estimated to
be $5,000).
iii. Rives Avenue is not shown on the County Master Plan of
Highways as a major highway, nor has it been approved by
the State Division of Highways as a major City street.
The work proposed to be accomplished on Rives Avenue with
County Aid to Cities Funds, however, will be of general
County interest on the following basis:
1. Rives Avenue is a two -lane City arterial extend-
ing from Imperial Highway to Florence Avenue (a
distance of 2.3 miles).
2. Rives Avenue serves as a parallel route approxi-
mately midway between Old River School Road and
Paramount Boulevard (both County Master Plan
Highways and 3600 feet distant).
3. Rives Avenue serves as a connecting street between
Imperial Highway, Stewart & Gray Road, Firestone
Boulevard, and Florence Avenue (all being County
Master Plan Highways or State Highways).
4. Rives Avenue serves the important Los Angeles
County Rancho Los Amigos Hospital; an extensive
commercial area at Firestone Boulevard, including
the State Board of Equalization headquarters; two
major parks operated by the Downey Parks and
Recreation District; three elementary schools and
one junior high school.
5. Rives Avenue presently carries in excess of 5000
vehicles daily and serves as a bus route for an
integrated City bus system.
SECTION 2. The projects described above have been found and are hereby
determined to be of general Los Angeles County interest.
SECTION 3. The City Clerk shall certify to the adoption of this resolu-
tion and forward a certified copy thereof to Mr. N. H. Templin, Los Angeles
County Road Commissioner.
