HomeMy WebLinkAboutResolution No. 473 692 RESOLUTION NO. 2 7 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY ENDORSING A PROPOSED INITIATIVE CONSTITUTIONAL AMEND- MENT REAPPORTIONING THE STATE SENATE WHEREAS, the present system of senatorial apportionment for the State Legislature in California works a serious disadvantage to the Southern counties of this state; and WHEREAS, this system of allowing only one senator from each county gives one -third of the state's population living in Northern California three-fourths of the State Senate majority while the remain- ing one.. fourth of the Senate represents nearly two - thirds of the people; and WHEREAS, in addition to an unjust ratio of representation in the State Senate, Southern California has suffered from the growing indif- ference of the Senate to the legislative needs of this important region; and 4 WHEREAS, the mounting indifference toward Southern California counties was glaringly apparent during the 1959 session of the State Legislature when proposals of vital importance to the people of this region were either defeated by the Senate or passed in a form which did not meet the needs of this area; and WHEREAS, among those measures were bills concerned with securing an assured water supply for Southern California, equitable gas tax dollar distribution, permissive possessory interest tax, and air pollution control, all of which were decided adversely to the interests of the people of Southern California; NOW THEREFORE THE CITY COUNCIL OF THE CITY OF DOWNEY DOES RESOLVE: Section 1. That the present plan of Senate representation is unfair, unjust, and discriminatory to the people of Southern California; and Section 2. That the City Council of the City of Downey gives full support to securing an initiative petition which would cause submission to the voters of California on the November 8, 1960 ballot a proposed Constitu» tional Amendment to reapportion the State Senate thus giving Southern California a fairer representation in the composition of the State Senate. Section 3. The City Clerk shall certify to the adoption of this resolution. APPROVED AND ADOPTED this, day of .7 , 1959. Mayor ( \, ATT S .
