A RESOLUTION OF THE CITY. COUNCIL OF THE CITY OF DOWNEY
REQUESTING THE EXPENDITURE OF COUNTY. AID TO CITIES FUNDS
ON STEWART & GRAY ROAD AND PARAMOUNT BOULEVARD, AND AN
APPURTENANT DRAINAGE EASEMENT WITHIN THE CITY OF DOWNEY.
THE CITY COUNCIL OF THE CITY OF DOWNEY DOES RESOLVE AS FOLLOWS:
SECTION 1. It is hereby requested that the County of Los Angeles finance
r the hereinafter specified street and drainage improvements out of the County
Aid to Cities Funds and advance to said City of Downey the amount of aid speci-
fied either in cash or in services as noted. The estimated cost thereof and
the reasons therefor are set forth hereinafter:
(a) The improvement of the west side of Paramount Boulevard from
Stewart & Gray Road, northerly 300 feet, a distance of 0.057 miles.
1. This improvement entails the construction of concrete curb
and gutter along the west side of Paramount Boulevard and the pave-
ment extension thereto. The work will be accomplished by contract
in connection with the improvement of Stewart & Gray Road as outlined
below. It is estimated that the cost of this portion of the project
is $3,000 including engineering, construction, and inspection.
2. Paramount Boulevard is shown on the Master Plan of Highways
as an ultimate 100 foot right of way, with sufficient right of way
existing now to complete the above described improvements.
(b) The improvement of Stewart & Gray Road between Paramount Boulevard
and a point 800 feet west of Paramount Boulevard, a distance of 0.152
mikes.
1. This improvement entails the completion of the curb and gutter
on Stewart & Gray Road as well as the extension of the pavement thereto,
as well as previously constructed curb and gutter. The cost of this por-
tion of the project is estimated to be $16,000, including engineering,
construction, and inspection.
2. Stewart & Gray Road is shown on the Master Plan of Highways
as a fully dedicated highway with 80 feet of right of way. This work
is to be performed by contract in conjunction with a State Gas Tax fund
project for improving the remaining portion of Stewart & Gray Road to
Horton Avenue.
(c) The acquisition and improvement of a drainage easement approximately
700 feet west of Paramount Boulevard extending from Stewart & Gray Road
to Cole Street, a distance of :0.095 miles.
1. The improvement of this drainage easement is necessary to drain
surplus waters presently accumulating on Stewart & Gray Road for which
the natural outlet has been blocked by private interests.
2. The easement will be improved with a corrugated metal arch
pipe and will entail remodeling of the intersection of Cole Street and
Morning Avenue to properly discharge the water onto publicly dedicated
streets. It is estimated that the cost of acquiring the easement and
improving same will be $8,000.00.
,,.., 3. The construction of this drainage easement will allow the
draining of Stewart & Gray Road which presently becomes flooded during periods
of light to moderate rainfall. It is acknowledged that during periods of se-
vere storms that this easement will not carr y surplus of the su lus flows accumu-
lating from the tributary drainage area to the north.
SECTION 2. The City Clerk shall certify to the adoption of this resolu-
tion and forward a certified copy of same to Sam R. Kennedy, Los Angeles
County Road Department.
