RESOLUTION NO. 157
A RESOLUTION :OF INTENTION OF THE CITY COUNCIL OF THE
CITY OF DOWNEY FOR THE CONSTRUCTION OF A STREET LIGHTING
SYSTEM IN SMALLWOOD AVENUE AND OTHER RIGHTS OF WAY.
DOWNEY IMPROVEMENT NO. 1.
WHEREAS, the report, prepared pursuant to Division 4 of the Streets and.
Highways Code (Special Assessment Investigation, Limitation, and. Majority
Protest Act of 1931), covering the proposed construction of a street lighting
system in Smallwood Avenue and other rights of way is on file in the office of
the Clerk pf the City Council of the City of Downey and may be examined at
said office.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY RESOLVES:
SECTION 1.
That the public interest, convenience, and necessity require, and that
• it is the intention of the City Council to order, the following work to be
done and improvement made to wit:
First: The construction of a street lighting system to consist of 92
street lighting standards together with cables, conduits, lamps, wires, and
other appliances, appurtenances, and work incidental thereto, all of which
is necessary for the effective operation thereof, in
IMPERIAL HIGHWAY
in and Adjacent to the intersection thereof with SMALLWOOD AVENUE; and in
LYNDORA. STREET
between GROVETREE AVENUE and. SAMOLINE AVENUE; and in
DEN STREET
between SMALLWOOD AVENUE and. ORILLA AVENUE; and in
BORSON STREET
between GROVETREE AVENUE and. SMALLWOOD AVENUE and between SMALLWOOD AVENUE
and. PARAMOUNT BOULEVARD; and in
ADOREE STREET
COMOLETTE STREET
DEVENIR STREET,
AND
CONKLIN STREET
between the northwesterly termini of said streets and. SMALLWOOD AVENUE
and between SAMOLINE AVENUE and the southeasterly termini of said streets;
and in
PURITAN STREET
between the northwesterly terminus of PURITAN STREET and. PARAMOUNT
BOULEVARD; and in
GROVETREE AVENUE
between LYNDORA STREET and. BORSON STREET; and in
SMALLWOOD AVENUE
between IMPERIAL HIGHWAY and. PURITAN STREET; and in

MORNING AVENUE
between BORSON STREET and. PURITAN STREET; and in
SAMOLINE AVENUE
between LYNDORA. STREET and. DALEN STREET and between BORSON STREET and.
PURITAN STREET; and in
P46) ORILLA AVENUE
between DALEN STREET and. BORSON STREET; and in
PARAMOUNT BOULEVARD
between the northeasterly line of Lot 202, Tract No. 18511, as shown on
map recorded in Book 459, Pages 13 to 17 inclusive, of Maps and the south-
westerly line of Lot 200, said tract add in and adjacent to the intersection
of said. PARAMOUNT BOULEVARD with PURITAN STREET.
Second: The. restoring of street surface and concrete work where such
work is required by the construction of the standards and conduits.
Al]. of said work shall be performed in the streets and between the
limits, hereinbefore designated, except where the plans indicate that
said work shall be omitted.
THAT SUCH WORK OR IMPROVEMENT, IT IS ESTIMATED, WILL COST THE SUM OF
SIXTY-THREE THOUSAND FIVE HUNDRED TWENTY-FIVE DOLLARS ($63,525).
SECTION 2.
That all the work and improvements aforesaid shall be done and
performed as shown on and in accordance with the plans and specifications
' 1 therefore, filed in the offic of the City C.' gc:1 in the City Hall in the
City of Downey on the e .:5 day of , 1957.
Reference is hereby made to said plans an. recifications for a full and
detailed description of said proposed work or improvement, and said plans
and specifications shall govern for all details of the proposed work or
improvement and are made a part hereof.
SECTION 3.
That the said contemplated work or improvement, in the opinion of the
City Council is of more than local or ordinary public benefit, and the
Council hereby makes the expense of said work or improvement chargeable
upon a district, which district the Council hereby declares to be the district
benefited by the work or improvement and be assessed to pay the cost and
expense thereof.
A map of the district, indicating by a boundary line the extent of the
territory included 1. 'the propped district approved by the Council on the
day of AO' , 1957, is on file in the office of the
Council. Reference 7:hereby made to the map for a full and complete descrip-
tion of the assessment district,and the map shall govern for s31 details as to
the extent of the assessment district.
SECTION 4.
That serial bonds shall be issued in accordance with Division 7, Streets

and. Highways Code, to represent each assessment of fifty dollars ($50.00) or
more remaining unpaid for thirty (30) days after the date of the recording
of the warrant. The serial bonds shall extend over a period ending nine (9)
years from the second day of January next succeeding the next October fifteenth
following their date, and shall bear interest at the rate of six (6) per cent
per annum on all sums unpaid, until the whole of the principal and interest
is paid.
The principal sum shall become due and payable in equal annual payments
on the 15th day of each November succeeding the October 15th following their
date until fully paid.

The first interest payment shall be payable on the 15th day of May .
next succeeding the April 15th or the 15th day of November next succeeding
the October 15th, as the case may be, next following the date of the bonds.
The following interest payments shall each be for six months interest and
shall be payable on each fifteenth day of May and. November, the last interest
payment coming due 45 days before the last annual payment of the principal.
SECTION 5.
That the proceedings for the aforesaid work or improvement shall be
under and in accordance with Division 7, Streets and. Highways Code.

SECTION 6.
The streets hereinbefore referred to are public streets in the City
of Downey.
SECTION 7.
That it is the opinion of the City Council that the public interest
will not be served by allowing the property owners to take the contract
for the work to be done under these proceedings.
SECTION 8.
That /. $ the 4,,7;/ day of 1957,
at the hour of 406 p.m. of said day, is the day and hour and the
Chadbers of the City Council, in the City of Downey, is the place fixed by
the Council when and where any and all persons having any objections to
the proposed work or improvement or to the extent of the district to be
assessed, or to the proposed grades to which the work is to be done, or
to any or all of the foregoing, may appear before the Council and show
cause why the proposed work or improvement should not be carried out in
accordance with this Resolution.
SECTION 9.
That the Superintendent of Streets shall cause to be conspicuously
posted along the line of the contemplated work or improvement and along
all open streets within the district liable to be assessed, notices of
the adoption of this Resolution in the manner and in the form required
by law.
SECTION 10.
The Clerk of the City Council shall certify to the adoption of this

, a newspaper published or circulated
in the C ty of Downey, which is hereby designated for that purpose by the
Council.
The City Council does hereby direct the Clerk thereof to mail notices
of the adoption of this Resolution of Intention to all persons owning real
property proposed to be assessed for the work herein described whose names
and addresses appear on the last equalized assessment roll of the County
of Los Angeles or as known to the Clerk, the contents of said notices to
be as required by law.
