Subject: C.A.R.B. Fuel System Compliance Upgrade
Location: Fire Station #1, 12222 Paramount Blvd.
Dear Mr. Riddle:
The South Coast Air Quality Management District is requiring a CARB compliance upgrade,
Phase II Enhanced Vapor Recovery to the unleaded fuel system no later than April 1 of 2009.
To insure the timely implementation of this equipment, a modification to Rule 461 effective
March 8, 2008 requires that all gasoline dispensing sites that have not demonstrated
compliance by September 1, 2008 submit a compliance plan and associated fees by October 1,
2008. The compliance plan will specify increments of progress to meet the compliance date.
Alternatively, the owner/operator of a gasoline dispensing site that submits a completed
application for a permit to construct and operate a CARB certified Phase II EVR system that
demonstrates the installation and testing of the system on or before April 1, 2009 will not have
to submit the compliance plan and associated fees.
This upgrade is the last of the scheduled Enhanced Vapor Recovery equipment modifications, a
follow up to the currently existing Phase I EVR. The Phase II EVR equipment consists of a
Healy Systems Clean Air Separator, (CAS), tank plumbed into the vent(s), a dispenser mounted
vacuum pump complete with Healy hanging hardware as detailed below. The CARB certified
Healy Phase II EVR system equipment is all installed aboveground.
The scope of work is detailed below with equipment supplied for one, single hose dispenser:
Upon permit approval obtain equipment package and install on the dispenser at the

location as detailed below.
1 Healy 900-02G3 FS Nozzles
o
1 Healy 75B-120-S2S2 coaxial hoses – 12’
o
1 Healy 807 breakaway / swivel combination
o
1 Healy Retractor Hose Clamps
o
1 Healy VP1000A dispenser mounted vacuum source pump
o
1 Healy electrical installation kit
o
1 Healy vapor piping installation kit
o
1 Healy Dispenser interface assembly
o
1 Healy universal mounting kit
o
All plumbing materials required to mount pump and tie into the internal vapor recovery
o
system for dispenser
All electrical materials to interface with the dispenser, interface module and pump; make
o
all required connections for dispenser
Install a 4’ x 4’ concrete pad for the CAS within 20’ of the dispenser with four protective
o
bollards.

Provide,placeandfinish concrete pad with j-bolt anchors for placement ofthe CAS.

Install the CAS equipment package that willconsist of the CAS Tank, Vapor Inlet

Assembly, Air Breather Assembly, Float Check Valve andother items contained in the
hardware kit. Provide piping materials and with the suppliedHealy partsplumb the CAS
intothe existing vent risers as described in CARB Executive Order.
Install vertical pipe support with concrete base for 20’ horizontal vent piping
o
Test system CAS system by applying positive and negativepressuretoconfirmpiping
o
integri
ty.
Test dispenser for proper equipment operation
o
Upon successful confirmationof equipment operationoras directedbythe SCAQMD
o
conduct CARB Stage IIPerformance Testing
Total Cost for equipment, labor andtesting as outlined above is $22,581.63
(Sales Tax Included)
Permitting
Drawings, permit applications, submittals, permit administration, reproductions and
transportation is estimatedat $1,500.00. MostCities Planning Dept’s, some County’s and
CUPA’s are also requiring permits for the CleanAir Separator component and will be quoted on
a site specific basis. Actual permitting and permit cost will be invoicedplus 15%.
Assumptions
Dispenser can accommodateHealy Vac-Assist Pump.
Plan check changes by any concerned regulatory agency arenot included
Dispensers are in good operating condition, no repairs ofpre-existing problems is
included on dispensers
Job can becompleted as outlined.
Contractor is not responsiblefor any violations, fines or non-compliance issues.It is
widely understood various permitting agencies, equipment manufacturers,distributors
andcontractors are all impactedbythe April 1, 2009 deadline.
Quote is valid for 30 days with exception of manufactures’ price increases.
