QUILL DRIVE 8-INCH SEWER MAIN EXTENSION
RECOMMENDATION:
That the City Council approve plans and specifications and grant authority to advertise
for bids for Cash Contract No. 661 – Quill Drive 8-inch Sewer Main Extension.
DISCUSSION:
The City presently owns and maintains a sewer lift station at the northwest corner of Old
River School Road and Quill Drive which lifts sanitary sewage from the City’s sewer
main to the adjacent trunk sewer in Old River School Road that is owned and
maintained by the County Sanitation Districts of Los Angeles County (CSDLAC). The
lift station was constructed in the 1950’s and has become increasingly difficult to
maintain due to its age and availability of replacement parts. In addition, the lift station
only receives sewage flows from the Velvet Green Apartments located at the southwest
corner of the intersection.
Lift station electrical power usage and maintenance requirements are very costly to the
City. Therefore, in lieu of replacing the lift station at an estimated cost of $200,000, the
City has coordinated with adjacent property owners, the Park Meadow Condominiums
Homeowners Association and the Velvet Green Apartments, on an alternative solution.
The proposed project involves re-routing the sanitary sewage from the Velvet Green
Apartments to an onsite main currently owned and maintained by Park Meadow
Condominiums at 7300-7340 Quill Dr. just west of Old River School Road. This will
require the construction of 176 lineal feet (LF) of new 8-inch vitrified clay pipe (VCP)
sewer main between existing manholes located at the southwest corner of Old River
School Rd. and Quill Dr. and the driveway entrance to the Park Meadows
Condominiums.
In order to secure the use of the Park Meadow Condominiums Homeowners
Association’s (HOA) sewer main, the City has met with the HOA and they have
indicated that if the City will take over ownership and maintenance of their sewer main,
they will allow for the connection to be made. The private sewer main has been video
inspected and no obstructions or damage was observed.

Plans and Specifications for the construction of the sewer improvements have been
prepared and will be made available to all parties interested in bidding the project
following authorization to advertise for bids by the City Council.
Construction will commence upon award of the contract by City Council and subsequent
routing of the contract for signatures. The contract is expected to be awarded in May
with construction beginning in early June. The estimated time of construction is 20
working days.
FINANCIAL IMPACT:
The total estimated cost of this project including engineering, construction, inspection,
administration, and contingencies is $65,000, which is included in the Fiscal Year
2007/2008 Capital Improvement Program Budget. A detailed project cost estimate and
funding analysis will be included in the recommendation to the City Council for the
award of the construction contract.
