MAYORAL TRANSITION CEREMONY - SWEARING IN CEREMONY
DECEMBER 6, 2011
The City Council of the City of Downey held an Adjourned Regular Meeting at 6:07 p.m.,
December 6, 2011, in the Council Chamber of the Downey City Hall, 11111 Brookshire Avenue,
Downey, California, Mayor Luis H. Marquez presiding.

1. WELCOME AND FINAL ADDRESS MAYOR MARQUEZ:
""— Mayor Marquez presented a PowerPoint presentation depicting priorities set during his term,
themed "One Downey" involving community building and civic pride. He described his "Mayor
Presents" events, neighborhood outreach community picnics and other special community events
held throughout the year. He discussed economic issues; City accomplishments; and noted the City
balanced its budget without cutting services to residents. He concluded stating he is proud to have
served as Mayor.
He introduced his wife Alma, children Maya and Diego, family, friends, City staff, elected
officials and City commissioners.
2. SPECIAL PRESENTATIONS
The following persons presented plaques and certificates to outgoing Mayor Marquez:
State Senator Alan Lowenthal and Irantzu Pujadas
Kim Tachiki Chin, on behalf of Congresswoman Lucille Roybal- Allard
Ivan Carrillo, on behalf of Assembly Member Ricardo Lara
City of Bellflower Council Member Ray Dunton, on behalf of the Gateway Cities Council of
Governments
Mayor Scott Larson, City of Bellflower
Mayor Carol Chen and Council Member Bruce Barrows, City of Cerritos
City of South Gate, Vice -Mayor Bill DeWitt

Downey Unified School District School Board President, Martha Sodetani
Mike Holton, on behalf of Assembly Member Charles Calderon

3. ELECTION OF MAYOR AND MAYOR PRO TEM
City Clerk Consultant Jimenez declared the Office of Mayor open and asked for
nominations.
It was moved by Mayor Marquez, seconded by Council Member Gafin to nominate Mayor Pro
Tem Brossmer as Mayor of the City of Downey. There being no further nominations, the City Clerk
Consultant declared the nominations closed. It was carried, by unanimous vote, to appoint Mayor
Pro Tem Brossmer as Mayor of the City of Downey.
Mayor Brossmer declared the Office of Mayor Pro Tem open and asked for nominations.
It was moved by Council Member Vasquez, seconded by Council Member Marquez to
nominate Council Member Gafin as Mayor Pro Tem of the City of Downey. There being no further
nominations, Mayor Brossmer declared the nominations closed. It carried, by unanimous vote, to
appoint Council Member Gafin as Mayor Pro Tem of the City of Downey.
4. ADMINISTRATION OF OATH OF OFFICE TO MAYOR ROGER C. BROSSMER
Former Mayor /Council Member Kirk Cartozian administered the Oath of Office to Mayor
Brossmer.
Mayor Brossmer thanked everyone for attending and presented a PowerPoint presentation
titled "Honoring our Past, Safeguarding our Future" and referred to budget issues, unemployment
figures, housing market impacts, property tax reductions, sales tax increases and stated difficult
decisions will need to be made in the coming year. He mentioned new projects on the horizon;
reviewed his ten goals for his first 100 days as Mayor; previously set goals; and thanked City
Manager Caton for 22 years of service.
He introduced his wife Esther, sons Cole and Blake, family members and friends.
5. ADDITIONAL PRESENTATIONS
Mayor Brossmer presented a Gavel Plaque, a past Mayor's pin, and the traditional Mayor's
scrapbook commemorating activities during his term as Mayor to former Mayor Marquez.
Former Mayor Marquez thanked City staff, Assistant to the City Manager Shannon De Long,
Secretary to the City Council Shirley Conte, Interim City Clerk Joyce Doyle, City Manager Gerald
Caton, and Assistant City Manager Gilbert Livas for their assistance during his term.
Mayor Pro Tem Gafin thanked his fellow Council Members and Mayor Marquez for his service
as Mayor. He congratulated incoming Mayor Brossmer. He introduced his wife Brenda, son Brent,
daughter -in -law Tricia and granddaughter Mika Marie. He thanked staff for their assistance during
the seven years he has served on the Council.
Council Member Guerra introduced his wife Ann Guerra.
6. ADMINISTRATION OF OATH OF OFFICE TO INCOMING CITY MANAGER
GILBERT A. LIVAS
Incoming City Manager Livas was sworn in by Mayor Brossmer and assisted by his wife Hedy
Livas.
City Manager Livas introduced his wife Hedy, son Gabriel, his parents, family and friends. He
commended the City Council, retiring City Manager Gerald Caton, staff and department heads.

_ The meeting recessed at 7:51 p.m. and reconvened at 8:32 p.m. with all Council Members
present.
